That's the plan, except it seems to have hit a snag or two. I can't quite put my finger on it, but there is a counter force at work and its effect is beginning to be felt.

The snags I see are the huge number of Muslims that are willing to die on a personal basis. That mania defies all other human traits. The other snag is the two huge populated countries, China and India, sheer numbers to be eradicated even in a nuclear war.
I'm guessing, despite industrialisation of both countries, that their populations are still mostly rural? Which would make it more difficult to depopulate those countries using nuclear weapons.
Go back a few years, to Nikita and Mao... At the time Russia had nukes, China had none. Nikita was an arrogant braggart at his best. He made a boast to Mao that he could wipe out half of Chinas people in one day. Mao, a rather stoic man said, you might kill 300 million of us in one day but the next day the other 300 million would be coming to Russia, looking for you. Mao said Nikitas laughter faded and his face went white. Now India and China are in the two BILLION range, to the point that thinning the herd may not be doable or manageable.
