I have contacts that worked in the WTC at Morgan Stanley, who managed to survive the attack. They know of no such power outage. There were many tenants of the WTC who had staffs & computers on around the clock, 24/7, and Morgan Stanley was one of them, having a skeleton crew running at night and weekends to keep track of foreign markets and other relevant developments. If the power had gone out there would have been serious problems and it would quickly become well-known. No such problem occurred. {The internet cabling in the WTC was already very high grade optical line, was separate from the power wires, and would not be installed or serviced in the dark.}
This rumor, and some other rumors (e.g., all Jews were warned to stay home), were easy to manufacture because, once the buildings were destroyed, it was tough for most of the public to identify someone who had been there and would have first-hand knowledge; therefore, hardly anybody attempted to verify these stories and simply accepted them.
