Police in Delaware have discovered evidence that a former Pentagon aide may have been involved in an attempted arson days before his murder, a law enforcement source has told The Inquirer

Police found evidence linking John Parsons Wheeler 3d to devices planted at the New Castle home of a neighbor with whom he had been feuding, said the source, who is close to the investigation. The feud was over the size of the neighbor's house, which was under construction in the city's historic district

The source emphasized that the evidence does not shed light on the murder itself, but it has helped detectives understand Wheeler's state of mind before he disappeared

Wheeler was found dead in a landfill on Friday, and the police have trying to retrace his movements between Dec. 28 and then

On Tuesday, police said a witness had come forward to say that Wheeler had been spotted alive in downtown Wilmington on Thursday afternoon. That is less than 24 hours before his body was found in a Wilmington landfill in refuse that came from trash bins in one of 10 possible locations in Newark, Del

The case has drawn national attention - Newark police received roughly 70 media calls Tuesday - because Wheeler, 66, lived such a distinguished public life

A Vietnam veteran who became a driving force behind the controversial memorial on the National Mall, Wheeler worked on nuclear, chemical, and cyber issues at the Pentagon. He was the first chief executive officer of Mothers Against Drunk Driving, a secretary of the Securities and Exchange Commission, and a tireless advocate for veterans

Wheeler left his office outside Washington on Dec. 28. His body was found in Wilmington on Friday. He was scheduled to take a Amtrak train from Washington to Wilmington on Thursday

Detectives were able to verify that Wheeler had been seen Thursday near 10th and Orange Streets - close to the Hotel du Pont - but a police spokesman declined to say how this was confirmed. An executive at the nearby DuPont Corp. headquarters, which employs outdoor surveillance cameras, said that the company had "cooperated" with the police but declined to elaborate

Police say they have no suspects and have released few details about the slaying - in part because they themselves have so many unanswered questions, including where the killing took place

"We're still trying to [find] the crime scene," said Newark police spokesman Mark A. Farrall. "We're working a lot of leads."

Farrall has said that Wheeler died shortly before his body was discovered Friday, but has not described how Wheeler died - whether, for example, his death was caused by gunshot, bludgeoning, or some other violent act

An official cause of death will not be released until "toxicology reports and other forensic studies" are completed, said Carl Kanefsky, a spokesman for the medical examiner

"It's quite a mystery, and the length of time it's taking to solve it makes it more intriguing," said Bayard Marin, a lawyer who represented Wheeler in a dispute over a neighbor's plans to build a large house in New Castle's historic district

The Wheelers tried to halt those plans in court, contending the house was too big for the neighborhood

The incendiary devices were placed at the neighbor's home last week, police said, days before Wheeler returned from his part-time consulting job for the defense contractor Mitre Corp., located in McLean, Va., outside Washington

Marin said he did not know if the devices or Wheeler's death had any connection to the building dispute, but he said tempers in the court case never rose to acrimonious levels

Marin said he was interviewed by police Tuesday for 45 minutes, but he would not say what detectives asked. "I guess they are just gathering all the miscellaneous facts and hoping to tie them together to find something they can make of it," he said

Meanwhile, in Manhattan, police on Tuesday searched the condominium that Wheeler and his wife had shared in a brick building on 124th Street for at least three years, the Associated Press reported

Wheeler's widow, Katherine Klyce, who operates an international textile company with ties to New York and Cambodia, is unavailable for comment, according to a family statement

The FBI on Tuesday offered "technical assistance" to the police, said FBI spokesman Rich Wolf. He declined to elaborate, but in FBI parlance, the term "technical assistance" typically refers to forensic assistance. It does not mean the FBI is conducting a full investigation

In Delaware, authorities returned to the Cherry Island Landfill on Tuesday but kept reporters at bay

Farrall, the police spokesman, said only, "We're looking for anything that might be of evidentiary value."

Sanitation crews used an alternative site at Cherry Island on Tuesday, so that police could comb the area where the body was found without interruption, said F. Michael Parkowski, a spokesman for the Delaware Solid Waste Authority

Parkowski said it was not surprising that workers had discovered Wheeler's body in time to retrieve it from the landfill. He said truck drivers as well as workers known as "spotters" are trained to watch garbage for suspicious items as it is dumped at the site.

The statement said Wheeler's work for Mitre consisted of "providing part-time support to outreach activities aimed at promoting discussions among government, industry, and academia on cyber defense topics." Company spokeswoman Jennifer J. Sherman declined to further explain his duties.

The cause of Wheeler's death - if it has been determined - is likely driving the focus of the investigation, said Michael Carbonell, a former FBI agent who supervised the agency's violent-crime squad in Philadelphia.

"If he died by blunt-force trauma or was shot, it tells us it was probably a random street crime, but if he's strangled, that's different," said Carbonell, who emphasized that he was merely speculating on the basis of his decades with the FBI.

The biggest publicly known clue, Carbonell said, is that the killer or killers apparently tried to hide Wheeler's corpse by placing it in a trash bin.

"Guys who rob and shoot a guy do that and run," Carbonell said. "Somebody went to some extra effort to dispose of the body.

IMO, this guy, who was a member of the CFR and a secretary of the SEC, may have been leading a double life. His experience with "cyber defense topics." (Company spokeswoman Jennifer J. That is a good question. Most likely the government but we cannot rule out a mob hit instigated by the pissed off neighbor wanting to build his new house.

However, the fact that he showed up dishevled, and disoriented suggests he was drugged at some point. The mob probably would not bother with that, they'd just whack him and his body would disappear.

There are other "curious" datums such as that he was staying at a hotel when his house was only a few miles away.

Also there are floorboards missing from the kitchen floor which suggests somebody was looking for, or retrieving, something. That suggests documents, which again suggests government.

The company he was working for, Mitre, is a spook operation and based on the public documents is likely a CIA operation.

So, the most likely scenario based on the available data is that he had information that someone wanted kept secret. So, he was drugged and/or tortured to give up the location of the documents. Somehow he got away but they caught up with him, whacked him, and dumped his body in a dumpster.

It would be interesting to know how he was killed as that would shed more light.

No, not uncommon as a dispute. Loss of the view decreases the value of his home. So I can understand that.

Thanks. While I can't rule it out espionage would more likely just get him the Pollard treatment. The other stuff suggests that he was in the possession of something that was of vital interest, likely involving a criminal act by government, and there was a strong desire to keep it secret and he was considered a risk to disclose it.

What's wrong with this story?

1. The security guard did not call the police to help the man.

That right there should be the biggest and most obvious piece of the puzzle. When interviewed, the woman looked as if she had a big mark on the front of her head.

2. The man was more than capable of getting rid of a problem neighbor, by virtue of his office alone. Why would he need to resort to ANY kind of arson?

3. He was staying in a hotel, that he couldn't find, that his car was nowhere near, he could remember anything, and was telling the security guard that he wasn't drunk, and that he'd been robbed.

4. If he had in fact been robbed, by virtue of that statement ALONE the security people should have called the police to help this man.

5. Nobody did anything, and we will know even less in the coming days other than what we will be told by our own version of Pravda, the mainstream media.

This story will fade away quickly too. In fact, the only place you might find it archived will be places like this website, and perhaps ATS.

A dissection of who Wheeler was, along with what the Mitre company does, is very important to getting to the truth. That, and looking at the goings of the key employees of said company.

I would be willing to bet that the answers we seek are part of a much larger, much darker agenda.

I'm not as good as others on this site. I'm not even sure that the mitre site is even legitimate, as in all honesty it's far too pre-fab. It reminded me of that site that was put up not long ago for that fraudulent company that was running that prison out in Idaho, or someplace.

Remember that? There was that weirdo that had all this money that bought a prison out there and was going to fill it with Al-Quaeda guys, but it fizzled? Not to mention his goons were pulling people over and arresting folks even though they had no jurisdiction?

During the nite I seem to recall this...

I believe it was Eustace Mullins that said, anyone that was allowed into CFR and turned out less than required, were placed in mindless jobs at high pay for the rest of their lives.

They were given jobs with impressive titles, high pay with excessive benefits but totally out of the mainstream workings of CFR.

That is a long time ago I recall from Mullins. Maybe someone else can correct it if I have wrong info.

That could well describe our man. He seems to have had something resembling a sense of honor and so would not have been suitable for underhanded subversion. Therefore he is kept out of "the know" and in positions away from the action. However, he stumbles onto something that is very revelatory, has enough integrity to want to alert people, and so becomes a "liability" to be disposed of. Except that the operation did not go off as intended and now it is bigtime in the news.

Yup, yup, yup. The dastardly CFR did it. Furthermore, he would have had a grudge against them for being kept on the sidelines. As a cyber expert, is it possible he was hacking into their top secret files and downloading the documents for future exposure to the public or to warn foreign gov'ts of peril?

That would explain the upturned floorboards in his kitchen and provide plenty of motive to "off" him.

Hard to say. As a cyber expert it is entirely possible he could have gained access to files that revealed stuff that he was previously unaware of.

It does seem obvious, to me and the people I've been discussing it with via PM, that he was drugged, probably interrogated, and somehow escaped and had to be whacked ad hoc before they were really ready to and in a place not intended. Likely he would have otherwise just "disappeared".

Evidence that he was captive for several days is that there were a couple of chairs with crime scene tape in his kitchen as well as some torn up kitchen floor boards. Also one neighbor reported the TV blaring loud for 3 days nonstop. The noise was probably to prevent his screams from being heard while they "discussed things with him".

Now it is entirely possible that there is a Flash Drive out there, or a CD/DVD, somewhere with a lot of really really interesting files on it. I don't know that they were able to get everything from him they wanted because he did somehow escape before they were done with him. If they had been done with him he would have been whacked before he had a chance to escape.

So, at this point it is unresolved but they definitely wanted the story off of page 1 and thus the Maryland "bombings".

I seem to remember that those shuffled aside were kept so well for a reason, in doing so they could be monitored 24/7.

Wish I could pin it on Mullins and it is the only thing I recall about those that do not fit the mold for CFR.

Regardless as to whether it was Mullins or not it does fit. Someone with too high of an ethics level would be "temperamentally unsuitable" for what the CFR is really about. So, you have someone with a very high I.Q. invited in, screened and found unsuitable, and then kept in a position where he could be monitored and hopefully kept under control.

It fits the Bankster/Psychiatrist/Shadow Gov. to a "T".

There is plenty by Mullins on the CFR and I think what you remember as coming from Mullins fits his mindset to a "T".

I tried finding it among what I could immediately bring up, but it would take more time than I have to say I had done a "thorough" research.

Meet the MITRE Corporation: McLean, Virginia's Dr. Strangeloves

Move over Herman Kahn. Forget the "missile gap." The latest "crisis" facing U.S. "warfighters" in their noble quest to defend the "homeland" and dominate the "battlespace" is... the sleep gap!

That's right. According to a newly disclosed report by The MITRE Corporation's defense science advisory panel know as JASON, the United States must continue investigating the potential by America's adversaries "to exploit advances in Human Performance Modification, and thus create a threat to national security," Secrecy News reveals.

According to Steven Aftergood,

Their report examined "the present state of the art in pharmaceutical intervention in cognition and in brain-computer interfaces, and considered how possible future developments might proceed and be used by adversaries."

Among their findings was the under-appreciated significance of sleep and the possibility of a "sleep gap" (a term not used in the report).

"The most immediate human performance factor in military effectiveness is degradation of performance under stressful conditions, particularly sleep deprivation." ("JASON Warns of Threat from Sleeping Enemies," Secrecy News, June 5, 2008)

Though its hard to take Strangelovian madness such as this seriously, the investigation of military applications of "Human Performance Modification" is no laughing matter. Undoubtedly, the Office of Defense Research and Engineering, the Pentagon agency that commissioned the study, aren't laughing either.

When JASON researchers conclude, "If an opposing force had a significant sleep advantage, this would pose a serious threat," its difficult not to crack a smile. That is, until one considers that the The MITRE Corporation, a McClean, Virginia-based "not-for-profit corporation," was formed in 1958 when "several hundred employees from the Massachusetts Institute of Technology's Lincoln Laboratories came to MITRE to create new technology for the Department of Defense--specifically the Semi-Automated Ground Environment, which used brand new digital computers."

Currently fronting 6,700 scientists and "support specialists," MITRE "customers" include the Air Force, Army, Navy, Marine Corps, Defense Information Systems Agency, Defense Advanced Research Projects Agency (DARPA), Missile Defense Command, Office of the Joint Chiefs of Staff, Office of the Secretary of Defense, Military Intelligence Agencies, as well as "other members" of the "National Security Community."

Additionally, MITRE's "Homeland Security customers" include the full panoply of agencies under the (dark) wing of the Department of Homeland Security: the Directorate for Science & Technology, the Directorate for National Protection & Programs, Office of Intelligence and Analysis, the Transportation Security Administration (TSA), U.S. Citizenship & Immigration Services, U.S. Coast Guard, U.S. Customs & Border Protection (Secure Border Initiative) and U.S. Immigration & Customs Enforcement (ICE).

According to researcher Nick Turse in his book The Complex, "MITRE brought in a cool $275,384,277" in research, development, test and evaluation money from the Pentagon in 2005. All in all, MITRE is one of the spookiest corporations you've never heard of.

As a leading provider of technical researchers for the Defense Advanced Research Projects Agency, MITRE behavioral scientists are on the "cutting edge" of what Pentagon war criminals have euphemistically designated an "Enhanced Human Performance Project." Among the more frightening aspects of this venture, DARPA claims they will "exploit the life sciences to make the individual warfighter stronger, more alert, more endurant, and better able to heal."

In other words, a warfighting "Terminator" in the service of corporate power. These developments are further along than you might think. As Nick Turse revealed:

Right now, researchers are already growing insects with electronics inside them. They're creating cyborg moths and flying beetles that can be remotely controlled. One day, the U.S. military may field squadrons of winged insect/machine hybrids with on-board audio, video or chemical sensors. These cyborg insects could conduct surveillance and reconnaissance missions on distant battlefields, in far-off caves, or maybe even in cities closer to home, and transmit detailed data back to their handlers at U.S. military bases.

Today, many people fear U.S. government surveillance of email and cell phone communications. With this program, the Pentagon aims to exponentially increase the paranoia. Imagine a world in which any insect fluttering past your window may be a remote-controlled spy, packed with surveillance equipment. Even more frightening is the prospect that such creatures could be weaponized, and the possibility, according to one scientist intimately familiar with the project, that these cyborg insects might be armed with "bio weapons." Called HI-MEMS, Turse reports that DARPA aims to transform "insects into unmanned air-vehicles." HI-MEMS program manager Armit Lal, an associate professor on leave from Cornell University described the research thusly at DARPA's annual symposium, DARPATech:

"[T]he HI-MEMS program seeks to grow MEMS and electronics inside the insect pupae. The new tissue forms around the insertions, making the bio-electronic interface long-lasting and reliable." In other words, micro-electronics are inserted at the pupal stage of metamorphosis so that they can be integrated into the insects' bodies as they develop, creating living robots that can be remotely controlled after the insect emerges from its cocoon.

And, as with all military research aiming to weaponize all aspects of the natural world, MITRE scientists and their DARPA "customers" cloak their devilish tinkering as purely "defensive" moves designed to impede an unseen, but nevertheless cunning and ruthless "adversary."

Thus we read in JASON's bizarre executive summary:

1. Maintain a strong internal research activity, with concomitant personnel expertise, because this is crucial for evaluation of potential threats based on the activity of adversaries in human performance modification.

2. Monitor enemy activities in sleep research, and maintain close understanding of open source sleep research. Use in-house military research on the safety and effectiveness of newly developing drugs for ameliorating the effects of sleep deprivation, such as ampakines, as a baseline for evaluating potential activities of adversaries.

3. Develop a corps of trained analysts capable of evaluating technical developments in human performance modification. These analysts should be trained in assessing the meaning of statistical metrics, and also in assessing the experimental methods and results of the original scientific literature on which claims are based. And what conclusion can we infer from JASON's recommendation that the U.S. develop a "technical knowledge base" in "behavior modification"?

The US military will certainly test whether, and to what extent, the new lessons of neuroscience can be used in military training, and it is reasonable to expect that adversaries will do so as well. We do not expect the development of super-soldiers as a result of improved training, although enhanced military capability can certainly be expected. However, unexpected adversarial behavior could result if training included behavior modification (e.g., for increased aggressiveness or decreased empathy). Thus one strong recommendation of this study is that the US should develop a technical knowledge base concerning scientifically based training tools, especially as applied in behavior modification. This knowledge base should be combined with information-gathering and analysis concerning the training techniques (both civilian and military) in adversaries' cultures.

Simply put, psychoanalysis describe such notions as projection: the process whereby what is inside is misunderstood, consciously or otherwise, as originating outside the self or body politic. In its most malignant, pathological form--as is in the self-interested mendacities of corporate and political elites--projected attitudes seriously distort the object on whom they are projected, as in the branding of x, y, or z as a "new Hitler," as a defense mechanism to mask one's own aggression.

Interestingly enough, the Nazi's genocidal project to eradicate the Jewish people was thusly theorized as a "defense" of Germanic culture against a "Jewish-Bolshevik conspiracy." So it is today, with JASON's obsession with the "training techniques" in "adversaries' cultures" allegedly "training for increased aggressiveness or decreased empathy." What is this if not a descriptive catalogue of the horrors visited on the Iraqi people by an "imperialism gone wild"?

As the history of the U.S. Government's earlier experiments in "behavior modification" demonstrate, building on the "skill-sets" acquired from vanquished Nazi and Japanese war criminals, The MITRE Corporation and their DARPA "customers" are following along the path blazed decades earlier by the CIA and the Pentagon.

Sporting esoteric names and "above top secret" pedigrees, projects such as ARTICHOKE, MKULTRA, MKDELTA and MKNAOMI embodied the 1950s "cutting edge" zeitgeist of science, academia, military heavy-lifting, covert operations and expanding "business horizons." While America's Cold War vision was guided by anticommunist paranoia, consumerism and its accompanying cult of the "normal," as well as the "can-do" optimism of "winnable" nuclear war, its ideological hubris arose in the political-economic context of an American superpower that had annihilated its German and Japanese capitalist rivals.

As America's permanent war and surveillance society morphs into the dystopian phantasmagoria of Philip K. Dick's The Minority Report, technological optimism--as is inevitable in kleptocracies such as the United States--is harnessed and reified by bio-behavioral modification engineers, sociopaths in lab coats, who populate outfits such as The MITRE Corporation like so many poisonous intellectual mushrooms.

Imagining monstrous hybrids fueled by perverse fantasies of swarming cyborg-insects that "dominate the battlespace" or morals-free imperialist "Terminators" jacked-up by "pharmaceutical enhancements" and "invasive brain-computer interfaces," the JASONs, like their Hollywood namesake--the masked killing machine who ran amok in a score of popular slasher films--are, in the end, not harbingers of a bright, shining globalized future but rather, its terminal end point: the corporatist Borg hive where resistance is futile.

The most interesting thing is that they are working toward creating human robots, Cyborgs, but the very thing which makes man "man" is what they are trying to remove.

It is incredibly sick. And in the end it is self defeating as you cannot program in self aware independence and that is the difference between an automaton and a real fighting man. The self aware that is motivated by a higher calling will always be superior in every key area to the robotized narco-synthesized order taker. Order takers never go "above and beyond" as they are too dulled to do so. They do what they are told and nothing more.
