I simple cannot imagine how horny a "man" must be to do one of them. It is beyond my understanding.

Because they are a public nuisance, affects the livability of an area, they spread diseases, they trespass (the truckstops (and other unrelated businesses) do not want them there either but there's not much they can do except control access to the parking lot by fencing it in but that is of limited effectiveness) etc. I don't see it as a waste of resources.

Yes yes yes I know the acts are consensual. I don't care about the sex acts. It's the things that go along with it. Unless you like the thought of little kids blowing up used condoms as if they are balloons, sex acts in the open, drug sales and use along with the violence that brings, etc.
