Usually it is not horny truckers buying these services but some married local guy who gets off on the "dirty" aspect of hookers. Course this does not negate your argument that legalized places help keep the diseases down and takes it out of visibility.
Dallas has a violent crime rate 12.06 per 1,000 people. Gee, it might actually drop if the police were perusing these VIOLENT criminals rather than easy to pick up crack ho's at the truck stops. These crack ho pick-ups end up costing the taxpayers MORE than the arrest is worth. Plus, you don't stop the prostitution because the johns still want some nasty sex act with nasty prostitutes. The gal in the vid was in court just the other day and now has giz on neck. When she is arrested AGAIN, the taxpayers will foot the bill for her court appearances and rehabilitation while some other ho steps in to please the johns in her absence.

Yes, it is about priorities, especially when resources to protect people from violent crimes are scarce. Taxpayers will spend thousands on the revolving door to provide legal services for that crack ho.......only so that the ho will return to selling consensual sex again and again. The "crime" will never merit any punishment other than massive expense for taxpayers. Meanwhile, every DUI off the roads PROTECTS the public, every thief off the streets PROTECTS the public. White collar crime isn't victimless, stealing from the public actually creates VICTIMS and requires PROTECTION for the public.
