There is an area in Indianapolis (you can guess) where all the grocery stores have closed, Kroger being the latest. The only place for the locals to buy food is in the convenience stores where the prices are twice as high. The locals are demanding that city government do something about it. The problem isn't just in California.
My theory is that crime and intimidation caused the closing of the stores. There are daily shootings/killings in the area. You wouldn't be able to hire any decent people to work in an area like that.
