Algeria Lifts State of Emergency By Maayana Miskin As protests continued to rage in Libya and Bahrain, the government of Algeria took steps Tuesday to appease the public, lifting a state of emergency imposed 19 years earlier. The order repealing the state of martial law will be published imminently, putting it into effect, government officials said.
President Abdelaziz Bouteflika pledged to lift martial law three weeks ago as protesters filled the streets. Demonstrations were sparked by the successful ouster of long-time, repressive rulers in Tunisia and Egypt.
The government declared a state of emergency in 1992 as Islamist militants waged war over the government's decision to ignore elections that gave a majority to a Muslim party.
Opponents of Bouteflika's regime have called for democratic reforms. Algerians have also protested rising food prices.
While the state of emergency will be lifted, government officials said demonstrations will remain illegal. Protests have been held despite the ban on rallies, leading to clashes between protesters and troops that left five people dead.

NB: On March 27th 1861, seven southern States had walked out of Congress, in so doing the quorum necessary for Congress to vote was temporarily lost .Congress found it necessary to adjourn sine die or without day. In effect Congress had set no day on which to reconvene de jure. By convening both Houses by proclamation, Lincoln had overstepped his powers and assumed control.
The corporate government created in 1871 will continue to exist as long as:
1. A state of war or emergency exists (War on Drugs, War on Poverty, War on Terrorism, War on Iraq, etc).
2. The President does not terminate martial or emergency powers by Executive Order or decree OR
3. THE PEOPLE DO NOT RESIST SUBMISSION AND TERMINATE BY RESTORING LAWFUL CIVIL COURTS, PROCESSES AND PROCEDURES UNDER AUTHORITY OF THE INHERENT POLITICAL POWERS OF THE PEOPLE.
United States citizens were declared enemies of the US by FDR by Executive Order 2040 and ratified by Congress on March 9, 1933, 48 Stat.1
FDR changed the meaning of the Trading with the Enemy Act of Dec. 6, 1917 by changing the word without to citizens within the US.
