NATO's Own Civilian Toll in Libya at Least 40

As if the war in Libya weren’t already complicated and ill-defined enough, NATO Commander Lt. Gen. Charles Bouchard threatened the rebels on Thursday, saying the NATO warplanes would start attacking them too if they kept killing civilians.

NATO spokeswoman Oana Lungescu reiterated this sentiment, saying that NATO “will apply the (UN Security Council) mandate across the board.” It is UN Resolution 1973 that NATO is using as an excuse for its war in Libya.

But it is unlikely to be entirely applied across the board, or NATO’s warplanes will have to start attacking one another. That’s because one top Catholic official in Tripoli said that 40 civilians were killed in his city alone during the bombing campaign.

Though UN Resolution 1973 was initially designed to call for a no-fly zone it also contained language about protecting civilians. This was used by NATO nations as an excuse for the massive air strikes and, at least for some, the notion of funneling arms into the hands of favored rebel factions.

Seems to be no authentic data on how many civilians Gaddafi's forces have killed. Even Israel's stooges in England aren't specific:

London, England, April 1, 2011 /WNCNews/ – The death toll from the civil war in Libya is now estimated to reach about 1000 people. This was revealed in a human rights report released by the British Foreign Ministry.

“Although no data of dead victims officially, several sources reported that about 1,000 people have been killed. And many more injured in violence recently,” wrote the British foreign ministry told Reuters on Friday (4/1).

The report also described the human rights violations, such as detention, torture and denial of medical assistance. Innocent civilians were reported killed by a bombing carried out arbitrarily.

Meanwhile, coalition forces said they would exert every effort to avoid casualties of civilians. However, a Vatican official in Libya revealed different things. Quoting credible sources, he said that at least 40 people were killed by air strikes conducted by coalition forces in Tripoli on Thursday (31/3) ago.

Already doing that, albeit by "mistake."

BENGHAZI, Libya — A NATO airstrike intended to thwart Moammar Gadhafi’s forces killed 13 rebel fighters in eastern Libya instead, the opposition said Saturday, but they described it as an “unfortunate accident” and emphasized that it didn’t diminish their support for the international air campaign.

The rebels blamed the deaths and injuries on a mistake within their ranks.

“This unfortunate accident was a mistake that was caused by the rebels’ advance during the coalition’s attack,” said opposition spokesman Abdel-Hafidh Ghoga.

The attack highlighted the challenges the coalition faces in identifying targets without coordination with forces on the ground.

The slain fighters were hit Friday night as they moved forward, attempting to take back the oil city of Brega, while airstrikes were in progress. Seven fighters were injured.

Two men injured in the strike said it happened at 8 p.m. Friday after somebody fired heavy weaponry into the air as a rebel convoy made its way from Ajdabiya toward Brega. “We all turned to him and said, ‘Why the hell did you do that?’” said Ali Abdullah Zio, 28. Moments later there was an airstrike.

“We were just driving along and then everything was on fire,” said Ibrahim al-Shahaibi, 19. “It’s fate. They must have thought we were Gadhafi’s brigades when they hit us. We need to get rid of him.”

Al-Shahaibi was in the intensive care unit at Benghazi’s Jalaa hospital, where his right leg was amputated below the knee. His face had severe burns.

Zio, an economics student at Qar Younis University in Benghazi, also was in a hospital bed, with a swollen face and his head and hands wrapped in bandages. He said he wasn’t angry and planned to return to the front as soon as possible. “It’s the coalition that protects us,” he said.

NATO spokeswoman Oana Lungescu said the alliance was investigating the reports. “The exact details are hard to verify because we have no reliable source on the ground,” Lungescu said. “Clearly, if someone fires at one of our aircraft they have the right to defend themselves.”

The U.S. was ending its role in combat missions Saturday.
