The man is recording some police officers from his own garage and some thug cop out of nowhere walks up to him and tries to steal his phone under the obvious lie it's supposedly "evidence."
"I'ma take the phone... 'cuz that's gonna be evidence... (Man refuses)... You want to go to jail?... Withholding evidence."
It's clear from the way he's acting it's pure brazen intimidation and thuggery.

ding, ding, ding, we have a winner! The less said the better, always and forever. Remember, cops are trained to ask questions and to the let you talk. You'll never see a cop who has been around awhile jump in and stop the flow of a conversation.

Don't talk to cops, period. When they insist or, if you must, remember to answer with a question. "Officer, are you under the impression that I do not have the right to remain silent?"
