Back story I read on another site said the man was drinking in public, refused to leave when ordered by the cops, and started flailing at them from his wheelchair when they informed him that he was to be arrested. He kinda brought in on himself (the arrest part after being told to move along), but the cops did not handle themselves well at all, it's a PR-nightmare for the Dee Cee cops.
You must be a citizen of the United States, 21 years of age or older.

Possess 20/20 vision, either corrected or uncorrected in each eye. Uncorrected vision cannot exceed 20/100 in each eye, unless vision is corrected by the use of contact lenses which must be worn on duty and/or during all enforcement related activities. Must be free of dichromatic color blindness, night blindness, and any other visual deficiencies or limitations.
Possess hearing with less than a 30 decibel loss, either corrected or uncorrected in each ear. Uncorrected hearing cannot exceed a 60 decibel loss in each ear;
No felony or class A misdemeanor convictions; including deferred adjudications.
No misdemeanor convictions, including deferred adjudications, above the grade of class C within the last 10 years;
No DWI convictions within the last 10 years;
Not on court-ordered community supervision or probation for any criminal offense above the grade of class C misdemeanor;
Be of good character and have a stable school/work/driving record;
No family members working for APD;
No pending litigation-criminal or civil (including divorce).
Officers and uniformed police department personnel must conceal any tattoo(s) by use of the authorized uniform or city-authorized clothing.
Health
A. Among the conditions to be evaluated as a prerequisite to preliminary consideration are:
A general capacity to perform tasks required of peace officers, including (but not limited to) capability of unassisted (except be mechanical or stationary self-contained objects) performance of physical agility tasks reflective of peace officer duties.
These will include capacity to run, jump, turn, pivot, stoop, climb, and execute similar movements; push, lift, remove, install, and otherwise handle objects and persons weighing 50-200 pounds, and subdue resisting individuals by exercise of physical force so as to take into custody and transport them against their will.
Such tasks shall be capable of being performed with reasonable accommodation, if necessary, that does not impair a business hardship and without presenting a direct threat to the safety of the applicant or others.
B. Among the conditions to be evaluated as a prerequisite to a final job offer are:
The applicant must have vision in both eyes and possess hearing in both ears as described above under general requirements.
Capable of performing the tasks described in A
Possess satisfactory psychological and emotional health; and
Not possess a condition which poses a direct threat to the safety of the applicant or others.
There was no formal psych screening back in the day. I suspect today's "evaluations" are geared more toward political correctness than mental health. The REAL PSYCH EVALUATION of a police officer didn't come in the form of an interview or a test, but rather how he (there were no hers) behaved once on the street. The beat Sargent was god; after a month he knew the pecans from the average Joe's. The tip off was made easier for him when fellow officers refused to work with the jack off. Back then the probationary period was one year, and no union rule could save the whack jobs. They were booted when identified.
