This is all very true. The gov't land I hunt on is USFS land and no motor vehicles of any type are allowed, not even for handicapped visitors. Violation is worth $5,000 and 6 months in Club Fed.
ATV use was phased out back in the 1990's until only handicapped people could use them, then that was banned. This happened under BILL CLINTON'S regime.
It's understood that it is 100% incumbent upon USFS visitors to obey ALL laws and regulations. Even I have to review the regs each year to stay current. It's a pain, but I usually manage to ask a USFS forestry technician (formerly known as forest rangers) "what's new?" during pre-season scouting.
