Assuming you are limiting the discussion to the WEB, the server MUST permit access on its ports: HTTP/80 and HTTPS/443 (by convention) or mutually exclusively or another port altogether.

The server software drives an open port. But, why do you want HTTPS?

It's not a "designation" per se. It's simply a different protocol that's employed. Any web site can get it. No permission is required, though if you want people to not get warnings when they access the site, then a certificate needs to be purchased which has an annual fee. That's not required, however, to have your site be secure.

What does need to be done is your site needs to create a private/public key that is used with the web site. The web server software, probably Apache, needs to be configured to use it. Many sites that offer certification of the public key you make for a fee, have step by step instructions for setting one up. Again certification of your public key just keeps the warning from coming up when people access the site. If it's only for your use or local friends use and not the public to use, then that can be skipped.
