Even if there's no policy manual confirming your assertion, there's certainly nothing to prevent cops from braining us citizens or to punish them if they pull it off as a "reasonable and necessary use of force". And, prisoners who are crippled and/or end up wearing ileostomy bags as a result of cops shooting them are eligible for SSDI and any other govt assistance programs for which they can apply upon their release or transfer in the case of severely brain injured folks.
Ergo, your assertion is correct in practice if not a matter of positive police policy. there's a cop in seattle, matthew paul, who crippled a kid, got no punishment & is still beating people. I have a friend who was shot by a cop & then tried for attempted murder of that same cop. He beat the rap sans lawyer. Hes on youtube, Vincent Arias.
Unbelievable that they forcibly put Vincent on Seroquel (treats the symptoms of schizophrenia and bipolar disorder) because he expressed his belief in G_d, and despite pulling out all other stops to convict him he won as a pro per defendant.
