I wouldn't be surprised if some terrorist -- maybe not Arab and maybe not even foreign -- thought that target-rich 9-11 observances were tempting targets. In England, a Muslim group has announced intentions to go to the US Embassy and very deliberately disrupt the Moment of Silence. Of course, just scaring people into not attending 9-11 observances is enough of a success to satisfy some evil-doers.
Of course scaring people into remaining silent in the face of massive propaganda in support of the "Official Government Lies"™ is success enough to satisfy other evil-doers.
