From what I have heard that issue has been fixed already. There was a legit reason for recording locations and it had nothing to do with spying but rather more efficient and accurate location info using WiFi for google maps. This file was never transmitted to Apple or anyone else. Only someone with access to your computer or iPhone on an unencrypted back up of iPhone data could access it.

If you don't want anyone knowing where you are at then you better not be using a cell phone cause each cell phone tower you connect to has a record that you connected to it and thus it shows you were in a certain area at a certain time no matter which cell phone you use. This is not exclusive to the iPhone, this applies to all cell phones.
