If the BANKS are responsible for the 'creation' of 'money' according to the Federal Reserve Act of 1913 why was the "tax payer" burdened with the BANK "bailouts"?

It is not the intent of the criminal self-appointed elite to fix world economic problems, their intent is to cause enough economic problems and impoverish large numbers of the masses with each engineered down turn.
