A. Advertising. Got to make the dog and pony show look real. The major oil companies are NOT in the OIL business they are in the Oil SHORTAGE business. Restricted production = higher prices and profit margins.

B. Who said they have to drill fields that are refilling? Although they ARE refilling. Are there even more dead dinosaurs than we thought?

In terms of the Israeli government, their motive would have been to expand Israel's borders and "get rid" of Saddam Hussein as a bonus.
