Over 1 million volunteers will take to the streets and communities to gently stop uncivilized behavior such as spitting and illegal parking in Beijing, the Beijing News reported on Friday.

The “civility monitor group,” unlike law enforcement officials, will try to stop uncivilized behavior through reasoning and gentle words.

The group will mainly have five tasks: asking residents to stop uncivilized behavior, patrolling communities for security, trying to resolve disputes between residents, helping residents in need, and promoting laws and rules.

Organized by municipal authorities, 1.2 million volunteers will start work in 2,633 communities in Beijing by the end of 2011.

Let's not forget people pushing and shoving to enter an elevator when people are trying to exit it. Let people get off before you try to get on.

Socially-responsible Don't forget the bus drivers and passengers clearing their throats and spitting out the bus windows; and throwing their garbage out the bus and apartment windows too! I had experienced some near-misses when garbage from above landed right in front of me!! Hey, it's good to know that some people have noticed our complaints on CD in previous forums about anti-social behavior, despite the ultra-nationalist posters denying it, and claiming it as no more than a China-bashing attempt by foreigners! Hope more people would join the million, not just in Beijing but coastal cities like Dalian and Qingdao which suffer from the some anti-social behavior! What a pity that nature has given these cities a beautiful landscape but the people foul it up with their anti-social behavior! I wish that it is not a one-off effort but a continuous one to get the Chinese to behave in a socially responsible manner, so that good behavior becomes a way of life for them! I wish the million volunteers good luck in their work and hope to see some results soon!

Tatarewicz: You'd think that civil behavior, if not taught at home, would be emphasized in the school curriculum but it appears teachers in China as as indifferent or inept in this regard as those of the West.

Long Overdue Great move; just the sort of thing that every city in China needs, not just Beijing! Uncivilised behavior like spitting, littering, driving through red-lights, failing to give way to pedestrians at zebra crossings, parking on pavements and walkways depriving pedestrians a safe place to walk, etc are so common, we need more than a million people to get the message across! In Qingdao City, Shandong, for instance, in addition to the above bad behavior, there are also irresponsible dog owners who take their pets out for a walk but don't clean up the dog poo, fouling up the pavements; a bloody nuisance to others in the community!

Chris I can envision a lot of these volunteers getting the crap kicked out of them. Especially by drivers who think that just because they own a car, they can park anywhere they feel like.

Surely, through education of various formats are more effective, rather than person to person "confrontation", this has the potential of turning very ugly due to its very nature, even this may has the best intention at heart. In the case of illegal parking, enforcement of fine surely will control the problem and top-up the coffers of local authority at the same time!
