Former Mossad Chief Halevy: Iran Attack ‘Will Impact Region For 100 Years’

Ynet reports (fuller Hebrew version) that Ephraim Halevy, a former Mossad director, said yesterday that Iran poses no “existential threat” to Israel and that attacking it must truly be a last resort. Anyone considering such a strike must realize that it would impact not just Israel, but the entire region for the next 100 years. If this was all Halevy said it would be important, but mere reinforcement of views already expressed forcefully by Meir Dagan, the most recent past Mossad chief. What renders the former’s views even more interesting is that he identifies what he considers an even greater existential threat to Israel: the Haredim (ultra-Orthodox):

Haredi radicalism has darkened our lives. It endangers us even more than Ahmadinejad.

His attack on Haredim is shorthand for an entire range of social developments within Israeli society that includes, but goes beyond merely the ultra-Orthodox. Halevy, who himself was raised in the moderate Orthodox Bnai Akiva youth movement, refers to the increasing religious and political radicalization of the entire Orthodox movement in Israel. There has always been friction between secular and religious within Israel. But in the past, there were streams within the Orthodox movement which held moderate political and halachic views. Parties like the National Religious Party were ones which accepted a separation between synagogue and state. They participated in governing coalitions and were statist in orientation. They didn’t believe the State should be subordinate to the Jewish religion or halacha. Leaders like Josef Burg (Avrum Burg’s father) were also sober-minded and incorruptible.

Today’s Orthodox are increasingly extreme in their views. The moderate religious parties are long extinct. In their place are the ultra-Orthodox, who are much more socially separatist and militant. They view Israeli secular society as a world–and a state apart from them. They participate in politics because of the spoils it brings them in financial subsidies, and not for patriotic reasons. For them, the State of Israel is not an end, but a means toward a successor regime that fulfills the tenets of Judaism as they see it.

Knesset Finance Committee chair Moshe Gafni (United Torah Judaism) asked Attorney-General Yehuda Weinstein on Sunday to investigate Efraim Halevy on suspicion of incitement for comments he made Thursday night.

Halevy, a former Mossad chief, condemned religious extremism in the IDF, warning that "Israel's true existential danger comes from within." The former Mossad chief also said that religious extremism is a growing peril to Israel's existence and is more threatening than Iran's nuclear program.

Israel has a bunch of internal problems, some of them exacerbated by the Haredi (Ultra-Orthodox), who recognize the Israeli govt only when it suits them. The Haredi contribute little, are mostly a drain on the public funds, and expect the govt and everyone else to accede to their whims even when they themselves won't help. One example, the Haredi claim religious exemptions for both their girls and boys from the universal military duty, but frequently demand that the soldiers put their non-Haredi lives on the line over a multitude of issues, some of them important only to Haredi.

As for the Iranian nuclear threat: It's a very real threat, but - comparing the Iranian threat with the Iraqi strike of nearly 30 years ago - the Iranian nuclear facility is almost twice as far as was the Iraq facility, aircraft detection and anti-aircraft technology is much more effective than it was 30 years ago, the same distance makes Iran less of a threat than Iraq was, especially since Iran is not presently in a shooting war with anyone, etc. All in all, the downside outweighs the upside on an Israeli strike on the Iranian facility.

A very different risk is with the North Koreans. True, the North Koreans have no particular animus regarding the Israelis and are very far away. But the North Koreans are so financially desperate that they are very likely to sell individual nukes to whomever can pay enough in ready cash.

Two Israeli human rights organisations, the Public Committee Against Torture (PCAT) and Physicians for Human Rights (PHR), have released a report, “Doctoring the Evidence, Abandoning the Victim”, in which they claim that medical professionals in Israel fail to document and report injuries caused by the ill-treatment and torture of detainees by security personnel. The report states that the doctors’ behaviour is a violation of their ethical code. The report, based on 100 cases of Palestinian prisoners brought to PCAT since 2007, “reveals significant evidence arousing the suspicion that many doctors ignore the complaints of their patients; that they allow Israeli Security Agency interrogators to use torture; approve the use of forbidden interrogation methods and the ill-treatment of helpless detainees; and conceal information, thereby allowing total immunity for the torturers”.

Although the Israeli government denies torturing or ill-treating prisoners, included in the report are evidence of beatings, being held for long periods in stress positions, sleep deprivation and threats. In addition, doctors are accused of not keeping proper medical records of injuries caused during interrogations. In this regard, the report notes “countless cases wherein individuals testified to injuries inflicted upon them during detention or in interrogation, and yet the medical record from the hospital or the prison service makes no mention at all”. The report deals with medical professionals who have witnessed, participated in or been in contact with prisoners who have been interrogated by the Shin Bet internal security service, which has often been accused of inflicting physical or psychological violence on Palestinian prisoners. Either through direct action or through their silence, medical professionals were complicit with what goes on in the interrogation places, says the report.

It also says that medical staff in prisons “approves the use of forbidden interrogation methods and the ill-treatment of helpless detainees; and conceals information thereby allowing total impunity for the torturers”. “Palestinian political prisoners and detainees incarcerated by Israel are subject to harsher pre-trial detention laws (e.g., lengthy prohibition on meeting with lawyers), interrogations and conditions of confinement than other prisoners and detainees held in Israel. In Israel Security Agency (ISA or shabak) facilities, testimonies taken by human rights organisations in past years indicate clear patterns of torture and/or cruel, inhuman and degrading treatment of Palestinian detainees,” stated in 2010 the Public committee against torture in Israel.

According to this committee, detainees being held in the Ashqelon, Jalameh, Petakh-Tikva and Moscobiya facilities are routinely subjected to inhuman and degrading detention treatment during their interrogation by the ISA. It is mainly Palestinian citizens of Israel and Palestinians from the OPT who are detained and interrogated in these facilities. However, only the new report deals with medical personnel participation or acquiescence in torture. “In Israel it is illegal to abuse inmates, including security prisoners,” claimed Israel government’s spokesman Mark Regev. “Guidelines have been passed to the relevant authorities. If years ago the guidelines were not clear, they are today. And if there are allegations of wrongdoing against people in custody, they are investigated thoroughly,” he added. However, the evidence cited in the new report by PCAT and PHR Israel, indicates that abuses continue.

As Dr Ishai Menuchin and Ran Cohen, executive directors of the PCAT and PHR Israel respectively, state: “We are hopeful that this report will help the medical system change its ways and those of the doctors who ignore their ethical obligations. The world will be a better place if the doctors conduct themselves in a moral fashion.”

As for the Iranian nuclear threat: It's a very real threat,

There is no evidence of an active nuclear weapons program in Iran.

Iran would never get to the testing stage, let alone developing a delivery system and mating a weapon to a missile. Iran is not even making fissile material. This nation is light years away from full-scale production of nuclear weapons and delivery systems.

Iran has immense hurdles to overcome before it reaches anything like parity with Israel which has between 200 and 400 nuclear weapons.

Netanyahu and his fanatical allies and his ability to deliver nukes on land, sea and in the air scares me more than the crackpot mullahs.

Don't talk to me about Iran.
