I see that the cop didn't want to over extend himself since he couldn't rely on mall security for backup, so he picked someone he thought he could probably handle one on one to arrest.

She was a wildcat, and the cop didn't want to slam her because there were so many witnesses and she is of diminutive stature. HAH!

If he was smarter he'd have arrested a large man that he could have wailed on instead!

Dumb bastard! His own department will rag on his ample posterior about that stupid judgment call!
