"...everything that the Japanese were planning to do was known to the United States..." ARMY BOARD, 1944 President Roosevelt (FDR) provoked the attack, knew about it in advance and covered up his failure to warn the Hawaiian commanders. FDR needed the attack to sucker Hitler to declare war, since the public and Congress were overwhelmingly against entering the war in Europe. It was his backdoor to war.

FDR blinded the commanders at Pearl Harbor and set them up by -

denying intelligence to Hawaii (HI) on Nov 27, misleading the commanders into thinking negotiations with Japan were continuing to prevent them from realizing the war was on having false information sent to HI about the location of the Japanese carrier fleet.

I had thought I posted this earlier today, but evidently I neglected to complete the process.

It should be kept in mind that the attack on Pearl Harbor was part and parcel of simultaneous Japanese invasions of Malay, Thailand, Hong Kong and the Philippines. The Japanese anticipated that such attacks would attract intervention from the US fleet based at Pearl Harbor, so, from the very start of its expansionist war, the Japanese had planned to attack Pearl Harbor. Moreover, the necessity of such a Japanese attack was known to the US military well in advance. The US military expected a Japanese attack on Pearl Harbor .... but nobody knew WHEN.

It simply was not practical to keep the troops in Hawaii on high alert for weeks at a time. And, in those days, prior to radar and satellites, virtually the only way a Japanese attack could be anticipated would be by the very slim good luck of a friendly ship or plane crossing the path of the Japanese fleet. Various strategies were attempted, including beefing up the artillery at Pearl Harbor. Douglas MacArthur, commanding the Philippines, was similarly ordered to reinforce his munitions - but he ignored the instructions on his theory that Japanese spies would regard this as provocation and possibly misinterpret it as a sign of an impending US attack on Japan.

In the States, various papers reported an attack was "expected" almost every week, different papers reported this expectation on different weeks. Remember that the Pearl Harbor attack came the same day as the Japanese invasion into several other targets. In short, an attack on the US base in Hawaii was considered inevitable but nobody on our side could determine When.

On Dec 7, the Japanese Ambassador delivered the Declaration of War to the US Secretary of State some 55 minutes after the Pearl Harbor attack had already begun. The usual explanation is that the coded message to be relayed by the embassy took so long to decipher. I suspect, instead, that someone miscalculated on the time zones involved and thought the message was being received in Washington an hour ahead of the attack.

App. one hour before the attack on PH, one we both agree was expected, a miniature Japanese submarine ran ashore near PH. One Japanese operator (there were two in total) was captured. Despite this, nobody in authority notified the brass on PH of this event.
