I'm trying to Compile an all-inclusive Listing of ALL of our U.S. Presidents that had or have PARENTS that are not or were not U.S. Citizens by ANY definition of the Term "U.S. Citizen".

I'm not a very good Historian so I immediately thought I would start the list with George Washington. But I checked and found his parents were both born in or around Virgina, of U.S. Natives, second generation.

So Please contribute if you know of others. I'll throw out This One for Starters:

Chester A. Arthur was born in Vermont to a US mother and a British father.

Barry Goldwater was born, to US parents, in the US Territory of Arizona a few years before it became a state.

George W. Romney is problematic, being born in a Mormon colony in Chihuahua, Mexico to US parents (who married in Mexico and stayed there after his birth until forced back to the US by Mexican instability). But his natural born citizenship was not disputed in the 1968 campaign.

Similarly, John McCain born, to US parents, in the Panama Canal Zone, not then US territory, but a Senate Resolution in 2008 declared him a natural born US citizen.

Barack Obama, born in Hawaii to an American mother and Kenya (British colony) father; a 2009 House of Representatives resolution repeated that he was born in Hawaii.

I will add to this Charles Evans Hughes, the Republican nominee for President in 1916 (lost to Woodrow Wilson), also Associate Justice, later Chief Justice, of the US Supreme Court. Born in NY to parents who were born non-citizens (being British). As a Supreme Court Justice, he evidently felt that citizen-parents were not necessary to be constitutionally eligible for the presidency, and, evidently, the Republican Party of the time agreed with him.
