The Secretary of State is just one step above the Military in the chain of command. That would be perfect for Jesse.
I can just envision him chomping on a cigar and giving the Joint Chiefs a thorough working over. I think I would put him at SecDef. He's a veteran and I think Enlisted rather than a Zero so there would be less tendency to play "Old Boy Network". Give me a no nonsense NonCom any day over some "Cake Eater". Or just arbitrarily appoint the Sgt. Major of the Marine Corps as SecDef.
As a side note the Navy ran a very embarrassing readiness drill back in the 70's where they pretended that all the officers of a ship were killed and the Master Chief of The Command had to take over as Skipper. The ships got underweigh with fewer problems and well under the required time. They then ran better at sea. Needless to say the results were quickly buried.
