Corrections Corp. of America (CXW) is offering to buy prisons from cash-strapped state governments and run them at a cost-savings. But there’s a catch: CXW wants a 20-year contract and assurances that the state will keep the prisons at least 90% full. If the crime rate continues falling, will police, prosecutors and judges feel compelled to keep those prisoners rolling in? Comment! [
