By Maurice Garland Officer says he didn't know the woman was pregnant. Just when you thought the police ran out of ways to disgust you. Dekalb County police officer Jerad Wheeler was called to a home to settle a domestic dispute involving a pregnant woman named Raven Dozier, her brother and his child and baby's mother. As things escalated Wheeler pulled out his taser and used it on Dozier's brother. She says that's when she started crying and asking the officer why he used a taser on her brother. Wheeler must not have been in a talking mood because after he used the taser on him, he then kicked Dozier in the stomach. "I think he really just didn't want me asking him any questions, questioning him, and when I did question him is when he kicked me," she tells Atlanta's Channel 2 Action News. "I was upset because I couldn't believe an officer would kick me, with my child in my stomach." Dozier was almost nine months pregnant and wound up giving birth via an emergency C-section two weeks after the kick left a bruise. The now 4-month old baby was born and is healthy. "What kind of a human being kicks a pregnant woman?" says Dozier's attorney Mark Bullman. "I mean, forget whether or not it is a police officer that is supposedly protecting people." Officer Wheeler says that he couldn't tell that Dozier was pregnant and that he only kicked her because she came at him aggressively. He also described the kick as "a front push kick to the abdomen, as he was taught to do at the academy," in his police report. On top of getting kicked in the stomach, Dozier was also charged with obstruction, a charge that was later dropped. She also filed a complaint with the Dekalb County Police Department, but the matter was never investigated and they said that Officer Wheeler's actions were within department policy. This isn't the first time Wheeler has acted questionably. In 2011, he was accused of manhandling a 53-year old woman, twisting her arm behind her back and shoving her face down into a patrol car. She says she was only trying to check on her grandchildren who had just got in a car wreck with their mother. This past January, Wheeler was accused of showing up to the wrong address when called, and then shooting that family's dog. Wheeler is currently under criminal investigation. Wheeler works for the DeKalb County Police Department in the state of Georgia. Pet peeve of mine. Journalists are used to writing local stories for local consumption and haven't caught on to the fact that the moment a story is published, it pops up in all kinds of places thousands miles away where nobody knows from Adam where the hell DeKalb County is. Then the department needs to change its policy. Once again I will point out that this is a local issue which can easily be handled by the people banning together and demanding change. They have the power to get the sheriff and the whole damned leadership fired if they'd just use it. Sometimes a person needs to be subdued because they're becoming a danger to themselves or others. You'd think that with all the martial arts training lots of these guys do, they would know how to handle situation like these in a safe and fair manner. They seem to be in love with the fancy devices that they carry around, however, and they love to torture subjects with these tasers and whatever else they have on their belts. I'm not much on Houston cops, but the deputies and constables out our way are pretty good. They're respectful and professional and look like men that belong in a uniform. Even the older ones - and there seem to be a good number on the Harris County payroll - look fit.
it was not investigated because filing a complaint with the police is complaining. to get action one must file criminal charges with the county attorney. in Texas as police are public servants all criminal complaints filed with the county must be presented to the grand jury. when the county attorney fails to file the charges (against any public servant) with the grand jury charges should be filed against the county attorney with the district judge for shielding from prosecution. should the district judge fail to act upon the criminal complaint file charges against him with the DA.

point taken, but aside from your texas options, there is an important distinction here regarding complaints that most americans should know. When a person calls the local desk sergeant to gripe about a cop, that is not an actual complaint. Actual complaints are done in writing and are indeed investigated (albeit by the pig cop's buddies, who generally cover for each other). However, in most states these complaints are by law kept on file for 5 years. The benefit of this to the public is that #1 it puts the pig on guard, there is something on his record, so that if he in the future abuses/kills another innocent person, it is more damning since he has a track record of doing it. trust me, police do not like having official complaints filed against them. As far as the texas options you brought up, i have heard that for years, and it sounds like a fine idea. but i have yet to see proof of any actual successful charges or prosecution of a county attorney or district judge, brought by a grand jury or anyone else. I'm not saying it hasnt happened, but is there any proof of it? any prosecutions or civil payouts? Give me just ONE. one name. I see people tout this tactic but if there is not even one documented example of it, then sorry to say, but they are full of shit. And if they HAVE indeed been successful, even ONCE, after years of touting their tactic, then why havent they shown any proof of their victory? it does not make sense. at all. It's kind of like those "sovereign man on the land" arguements - again, i love that idea- where people claim they went into court claiming the court had lack of political jurisdiction, and walked out scott free. thanks for that. since the original article claimed that is incorrect. the cops' brass giving a pass and ruling that he did nothing wrong is not the same as the citizen complaint never being investigated. bad reporting, as you said. of the few cops who are ever charged criminally it seems almost none of them are convicted. remember the cop up in orgeon or washington that kicked a young prgnant woman in the stomach and killed her fetus? i dont think he was ever even charged. there is no way that someone should ever be allowed to get away with killing a baby. it is up to the woman's family to defend the right. It may be true that he didn't know she was pregnant, but she had no weapon and she was a woman. If he couldn't handle her without kicking her then he shouldn't be a cop. She is right, he only kicked her because she asked why he tazed her brother. Just policy huh? Well guess what, we civilized people have a policy too, and it is to punish those that hurt people without a cause. God is always good!

I thought the media would have made a big deal about a white cop kicking a black pregnant woman in the stomach when she was 9 months pregnant. The truly sad thing is that no matter how minor the victimless offense, if a cop doesn't get immediate cooperation then out come the tools of the trade up to and including deadly force. Now the powers of the sheriff under the common law of England granted that a peace officer was under no obligation to retreat and escalating force could be used to effect an arrest. But the shire reeve didn't go around enforcing chickenshit mala prohibita laws which number in the thousands. Do I detect a note of sarcasm in your post? For what it's worth I find the sale of such targets in poor taste, and what if a backlash against innocents is directly attributable to them? If some "not well person of color" hoses down a predominantly Caucasian elementary school the way Patrick Purdy opened fire on predominantly Southeast Asian refugees and then tells the cops that these targets pushed him over the edge, the parents of the victims will suffer for this ill conceived marketing and publicity stunt.

Right. It's not that I haven't had thoughts along these lines in the past but I was never inclined to act on them. One exception was when DE executed a Native American cutthroat named James Allen Red Dog. After he boasted that killing whites would result in his spirit soaring like an eagle, on the day he was executed I was outside near the prison on a major highway with a sign that read, "SMYRNA, DE-GATEWAY TO HEAVEN". EDIT: I was interviewed by the side of the highway and my name and quotes were in three places in the next day's newspaper.

That's been a sore point with me ever since the first film I can recall encouraged the audience to applaud a cop meting out "street justice". The film was COBRA with Sly Stallone, and a real, ugly monster looking crim (who looked like a character from the Warren Beatty Dick Tracy movie) was saying, "Go ahead, cop, you gotta take me in. I got rights. Go ahead cop, you gotta arrest me", and then Sly blew him away as the audience cheered. There were no witnesses of course, and it apparently escaped the cognizance of those who applauded Sly on cue (just as Hollywood hoped) that any cop who's about to pop a vein when you or I challenge his authority would do the same to us if it ever becomes the accept norm. I mean, if cops know that juries will "applaud summary executions" (a minority of jurors decide cases both civil and criminal) and conveniently placed weapons are found (but witnesses are not) near our bullet riddled bodies, then there will be no administrative or legal repercussions when they blow off steam by killing citizens whose hatred of cops caused them to learn ways to peacefully and lawfully resist police abuse.

Thanks to the video, the cop was actually fired and charged criminally, but the JURY let him off scott free! amazing. and, the guy who took the video from his back yard, the cops came after him and deported him (despite the fact that the same cops constantly claim they have nothing whatsoever to do with immigration and refuse to deport anyone else.)
