Can I legally threaten to kill anyone I want if I run for president on 'a better kill list' platform?

Because the president can kill anyone he wants to now legally... ON or off US soils it matters not.

But if I am running and I plan to inform my potential voters about my intentions in office, I should think that it would be legal for me to accuse obummer of treason and promise to put him on the top of the better kill list followed by all the congressmen that supported the idea originally.

Proper utilisation of a kill list I think.

'a better kill list' would be the list of every single person of everyone who has been a part of it before I got the power.

With the power of the office of the president I would solemnly vow to only use it on former or current politicians. After I finish with everyone who had a hand in making and supporting the idea of a kill list I would go about repairing our relations with the world and do my best to give history something else better to remember about us other than our kill lists and concentration camps.

That is pretty much covered in the first minute of this video. First familiarize yourself with a ''Capitonym''. When the words, in this case, People and Posterity are capiltaized they become a proper noun and denote a specific group of people, in this case People is referring to a particular group which are the the signors of the document.
