Can I legally threaten to kill anyone I want if I run for president on 'a better kill list' platform?

Because the president can kill anyone he wants to now legally... ON or off US soils it matters not.

But if I am running and I plan to inform my potential voters about my intentions in office, I should think that it would be legal for me to accuse obummer of treason and promise to put him on the top of the better kill list followed by all the congressmen that supported the idea originally.

Proper utilisation of a kill list I think.

That is pretty much covered in the first minute of this video. First familiarize yourself with a ''Capitonym''. When the words, in this case, People and Posterity are capiltaized they become a proper noun and denote a specific group of people, in this case People is referring to a particular group which are the the signors of the document.
