Houston Police Chief: Videotaping or Criticizing Police May be Sign You're a Cop-Killer

Chris | InformationLiberation

Houston Police Chief Charles McClelland is worried, very worried. People are using "anti-police" rhetoric and are actually daring to criticize the criminal actions of cops. People are recording their actions with video cameras and attempting to hold them accountable. Clearly, this is a sign they're preparing to mass murder police.

Thank god we have our wonderful Chief of Police Charles McClelland on the job, he's ferreted out the real meaning behind this "anti-police sentiment," and he's here to let everyone know he's not going to stand for it.

From the Houston Chronicle's 'Residents videotaping officers worries HPD's chief':
Houston Police Chief Charles McClelland went on the defensive Thursday during a meeting with local journalists, saying officers have made recent traffic stops in which residents leave their vehicles to take pictures or shoot video — encounters he says could endanger officers and that have increased following the release of the Chad Holley beating footage.

"Officers are telling me that they're being provoked," the chief said. "Even when they try to write a simple traffic ticket, people are jumping out with cell phone cameras scanning their badge numbers and their nametags. And I've asked them to remain calm and treat people with respect and dignity."

McClelland said he is concerned that an intensifying anti-police sentiment in the community could increase negative interactions between Houston Police Department officers and residents.

"This rhetoric can give someone a free pass to try to assault a police officer or kill a police officer, and I'm not going to allow that," he said. "My officers should be able to go out here and work in the neighborhoods and keep this city safe without fear and without hesitation."

And, the chief implored the community - naming himself, activists and journalists - to "lower the rhetoric."
In other words, criticizing the police for violently assaulting and killing strangers is clearly a sign you may be secretly plotting to kill cops! So put down your camera citizen, return to your normal position as hapless subject under our dominion!

Clearly, these buffoons don't like the scrutiny they're getting as a result of your average Joe being able to videotape their abuses and put them on YouTube. I guess, like any thug, their only reaction is to resort to intimidation. (HT/InjusticeEverywhere)

71212If this douchebag in Houston is really worried about the direction the rhetoric is going, it might help for the police to stop doing shit that is ILLEGAL in the first place. They have the power to kill and seemingly have no consequences if they do so unjustly. Almost every single time I hear of a raid resulting in an innocent person's death, it is always swept under the rug or some bullshit internal investigation is started with no intention of really punishing the officer, just to assuage the public.

I, for one, will unapologetically and proudly videotape any encounter that I possibly can with Police. If they conduct themselves in a manner that is within the law they are supposed to be upholding, they'll have nothing to worry about. If they fuck up, I would have proof and would plan on taking swift and terrible legal action, as is my right.

The power they carry brings with it a responsibility to us as our protectors. They are not supposed to be killing us. I used to think all of these "accidental" deaths were isolated cases, I am coming to find out they really are not.

How is it they can record us from the cameras in their cruisers but WE can't video tape them when they break into our homes? The answer is hypocrisy and cowardice. It is utterly obvious they have something big to hide. Maybe they don't want to lose the ability to murder people. How else is a person supposed to protect themselves from these trigger happy redneck assholes that call themselves cops?

69250Typical response from this primate. "They are taping us because they want to hurt us" is just another excuse to pounce on unsuspecting and innocent bystanders with cameras and phones. God help us all. These criminals with badges just can't get it through their thick fucking heads, recording people in public IS NOT ILLEGAL. They are public servants, plain and simple. Do your job LEGALLY and you have no reason to worry.

216110Strangely enough, as a Houstonian I was more interested in "I've asked them to remain calm and treat people with respect and dignity." In response to any interactions with a potentially belligerient member of the public, camera-wielding or not.

I am personally of the view that all police interactions should be videotaped by pretty-much everyone within eyeshot. This isn't just because I don't automatically trust the police, but just because more documentation is better than less.

That being said, the Chief's request that people please stop telling one another to assault cops isn't too onerous. Compared to the previous police chief's use of "If you're not doing anything wrong, why should you worry about it?"* when pressed about a plan to possibly put up surveilance cameras in apartment complexes and outside private homes - this is really really not that bad.

68190@Anonymous 69250:

"They are taping us because they want to hurt us" is simply this psycho chief projecting his own viewpoint onto the citizenry. He wants to tape the citizenry because they (the cops) want to hurt them. So when reciprocating taping happens, they assume they same because that is their mentality, handed down from the chief to the patrols.

The chief need to go...preferably to a mental ward.

66212This is an example of why I think it is extremely important for a person to be clear in his/her own mind of why s/he is taking videos/photos of government enforcers. I have recommended for years that people use negative Social Preferencing - withdrawal of voluntary association - with all government enforcers, individuals who are willing to initiate or threaten physical force. Without them all the words of legislators/executives/judges/bureaucrats are nothing but words. Enforcers are the key to maintaining and growing any government! If the vast majority of the much larger in number non-enforcers treat the enforcers as 3rd class citizens *because* of their jobs, few will want to continue in such government positions.

Therefore the purpose of gathering information about harm-doers - taking videos/photos and noting the names of government enforcers - is simply to inform others about whom not to have any personal/business dealings. Making this purpose public, and frequently, would put this type of claim out of Houston TX where it belongs - in the category of nonsense.

First though, it is vital that people realize the enormous potential of shunning - the ages old term for withdrawal of voluntary association with individuals committing unacceptable acts. Shaming of those individuals is actually a good first measure along with attempts at reasoned logic. Reasoned logic, shaming and shunning are also the appropriate actions to take with those who support and/or enable government enforcers. These are nonviolent measures for promoting social change and the last two were part of Gandhi's overall approach in convincing Indians to protest continued English rule of the subcontinent. Gandhi's said himself, "My speeches are intended to create 'disaffection' as such, that people might consider it a shame to assist or cooperate with a government that had forfeited all title to respect or support."

So I recommend that people make it clear *why* they are taking photos and recording names of police officers, "I want others to be able to know who not to voluntarily associate with". Initiating violence and/or to encourage others to do so is to play into the hands of government and give them legitimacy to return in kind.

Reading Gene Sharp (website Albert Einstein Institution, aeinstein.org) is highly recommended along with an article I wrote, “Tax/Regulation Protests are Not Enough: Relationship of Self-Responsibility and Social Order” - selfsip.org/focs/protestsnotenough.html

7256It is not just Houston, but everywhere. There was an accident near my house and I started recording with my phone. I was told by Officer Morrison of the Galveston PD that it was illegal for me to record and that it was a HIPPA violation. I did post the video that I had on youtube, up to the point where I was told I could not record. I did not want to lose my phone or get arrested, since Galveston has a history of arresting people who take pictures they do not like.

98195All you people write all this non-sense, but when something bad happens to you, you will quickly call the Police. Yes there are bad officers out there, just as there are horrible doctors and corrupted mechanics. Every profession has its bad apples, but trust me, they dont last very long and it is proven by officers being fired in the past. For the most part, most police officers/ military personnel chose to do what they do, because they truly care. I wanna see one of you go out there and put your life on the line for some damn strangers, or some idiots who live off the government checks every month and all they do is nothing just being a waste of space here and they go and commit crimes. Trust me officers and military personnel do not make alot of money, so clearly they dont do it for th money. I would definitely have any officer be there in a time of my life being in danger than any of all of you ungrateful people that are anti-cops. Read the sheep, sheep wolves and wolves. If you understand that, then you will know what i mean.

7460What a Stupid bunch of "horse cheese". This is the same worthless mindset of the the last Black person appointed to the US supreme court.

This man should be put out of office, badge taken, job taken so he can see the truth from the position of the victim. It is guaranteed that if he is not "recognizable as that sellout Black cop" and he disagrees with a white Texas cop, he will be wishing for some video tapping of his "case".

As for 98195's retort, the kid killed by the New Orleans Gestapo after Hurricane Katrina was unarmed, causing no one a problem (nor was the mentally man shot and killed by the same "HE-rough-ians"). American cops have a long, long, history of power abuse, especially as relates to people of color. Critics of this statement save your breath. I have watched your behaviors since I was 9 years old in this country- am 70 years old now and this situation is nothing but Uncle TOM idiots and racist, psychotic killers with badges.
Look at the disgraceful treatment of prisoners in the recent past wars. SOME "authority figures", and their commanders are SICK, PERIOD.

1732549410 is correct a police man or woman is a different entity from a police officer a police officer is a corporate enforcement officer under admiralty law, all police stations are, legally speaking, corporations themselves, run for profit and payed for out of the public purse, if a police officer misrepresents a statute as a law he or she is guilty of gross misconduct which carries the same penalty as fraud in common law, also a person is a corporation, distinctly different from a human being, admiralty law requires a human being to willingly represent a person in a court of law, if you refuse to represent the corporate person set up for you by dint of a birth(or berth)certificate (a passing of ownership to the state of a child)when you were born, without your permission or knowledge and you have caused no injury harm or loss to another human being you are not guilty of breaking any laws. When a police officer asks you if you understand he or she is not speaking english but is speaking in the legal language known as legalese, in legalese understand literally means stand under or submit, blacks law dictionary states the translations from legalese to english these two languages share words but not definitions e.g. person-a fiction(blacks third edition) person-a human person(blacks ninth edition) make sure you are reading the latest edition as the law society can change the definitions of legalese in the same way that the english dictionary definitions can be changed according to common usage. The vast majority of policemen and women are as unaware of these facts as you are and are for the most part decent human beings who would be as shocked as you to learn they have in legal fact, been owned by the state since their birth certificate was registered. Think carefully before you sign your child into bonded slavery.

198109Is there any end to the cycle of paranoia? Is there something a citizen can do to make a policeman less afraid that being on camera means he's a target for cop-haters and cop-fearers or alternatively that people will instantly assume he's dirty?

I don't want to lie and say, "I'm so sick of all this nonsense being said about police abuse and want to record what a proper arrest looks like." But if somehow I've figured out that that could save the hypothetical victim of false arrest by someone who doesn't know he's falsely arresting? I think that's pretty close to "No, Mr. Hitler, I'm not hiding any Jews in my house."

What oversight can be added in places where the police beaurocracies support or justify what is plainly misconduct?

We need to figure out a line we can say to police - how's "if there is an internal investigation on this incident, what better than video will exonerate you?"

If the cops are scared than they are doing something illegal, I am sorry the guys with a gun in there holster, stun gun, pepper spray & assault rifle in the trunk are scared.....

The fact that they are scared from a person with a video camera, should scare the general public for sure.... Or at least enlighten them to the fact that these cops are worried, if anything they should feel extra safe because of the video tape.... The only people who are scared of getting video tapped are the people that are doing illegal things

if his cops would quit trying to enforce laws that do not apply to the peoples it would alleviate much of the issue. the cops, city attorney, and the municipal judge know or should know that the Texas traffic code only applies to persons operating motor vehicles while engaged in commerce ie the the transportation of goods or persons for hire. the Texas traffic code nor that of any other of the numerous states applies to persons enjoying their right to travel in or upon their private conveyance ie car, truck, motorcycle etc.

You will have to ask someone else because I don't know. Just like Moms Mabley told the young woman who asked her how old you had to be before you stopped enjoying sex--she said, "I don't know, chile, you'll have to ask someone older than me!"

Wow. You mean all these bad interaction between police and citizens are because citizens have a bad attitude and dislike police. Maybe police should beat on people until they "like" them again. Maybe police should get bigger weapons and armor and people would like and respect them again.

Maybe the police should learn that respect takes 20 years to earn and 2 minutes to lose.

none of the cops are taught anything about law from statute they learn by word of mouth from someone just as stupid as them self, the courts know but as long as the state gets their cut of the theft they turn a blind eye to the corruption. as things get tighter maybe more people will wake up to the fact that from the cops to the judges the system is corrupt and stop blindly forking over their hard earned cash to these strong arm robbers.

ACLU launches phone app to help motorists record police

"Shortly after the New York branch of the American Civil Liberties Union created an app called Stop and Frisk Watch, in response to the law enforcement tactic of the same name, the ACLU branch in New Jersey has created a Police Tape app.

It does exactly what it says on the box: records audio and, if you choose, video, of an encounter. The app interface disappears when in action so that it can’t be switched off by anyone who happens to glance at the phone and the recordings are stored on the phone in a place where it would take a “tech-savvy” officer to find them and delete them. Furthermore, the recordings can be automatically uploaded to secure ACLU-NJ servers so that police can’t delete them later. The app also apprises users of their rights when in their cars, on the street, when at home, and when being arrested."

Oldie but a goody!!!!

Dateline:

Buffalo Bayou Houston, Texas

Joe Campos Torres (1954 - May 5, 1977) was a 23-year-old Vietnam Veteran who was beaten by several Houston police officers and subsequently died. His death sparked protests.

Torres had been arrested at a Houston bar for disorderly conduct. Six police officers took Torres to a spot called “The Hole” next to Buffalo Bayou and beat him.[1]

The officers then took Torres to the city jail, who refused to process him due to his injuries. They were ordered to take him to Ben Taub General Hospital, but instead of doing so, the officers brought him back to the banks of Buffalo Bayou and pushed him into the water. Torres’ body was found two days later.

Did they have to serve time? They should have all been shot.

I hadn't heard that story. That was before my time here.

Very instructive. Thanks for posting.

Houston cops. My wife has had encounters with them here. It's lucky I wasn't in the car at the time. I would have gotten arrested.

Trial and aftermath Officers Terry Denson and Steven Orlando were tried on state murder charges. They were convicted of negligent homicide and received one year of probation and a $1 fine.[2] Denson, Orlando and Officer Joseph Janish were later convicted of federal civil rights violations in 1978, and served nine months in prison.

Those sentences sparked riots in Moody Park, on the 1st anniversary of his death.[3][4] One of the principal organizers was the organization called People United to Fight Police Brutality, which was created by the Revolutionary Communist Party.[5]

Beat the hell out of someone and then throw him in the river to drown him and it's a year of probation and a dollar fine? Even the nine months that three of them got was like a slap on the wrist. And what do you want to bet that if the guy had killed one of these "heroes" they would have been pushing for the death penalty for him (and probably getting it too)?

I hadn't heard that story. That was before my time here.

I was there. It was a big deal. That boy was the same age as me, I was very lucky not to end up the same way in my wild days in the 24 hour town of Houston.

I couldn't find the story but once at a carnival at Northline shopping center the HPD shot a boy dead ON one of the rides on a busy night. They dragged him off the ride to the back and continued running the ride as if nothing happened.

I reckon the "heroes" should be given large doses of their own medicine, especially those known to have done things like that.
