At least six US soldiers have been killed by a roadside bomb in eastern region of Afghanistan, NATO and US sources say.

"Six International Security Assistance Force (ISAF) service members died following an improvised explosive device attack in eastern Afghanistan today," ISAF said in a statement on Sunday, which did not provide their nationalities.

However, in Washington, a government official said all the dead soldiers were from the United States.

The ISAF statement also said that earlier on Sunday another US-led soldier was killed in southern Afghanistan in a similar assault, bringing the day's death toll to seven.

The increasing number of military casualties in Afghanistan has caused widespread anger in the US and other NATO member states, undermining public support for the Afghan war.

According to the website icasualties.org, a total of 228 foreign troops, 165 of them US personnel, have lost their lives in Afghanistan so far this year.

A total of 566 US-led forces died in Afghanistan in 2011. However, 2010 remains the deadliest year for foreign military casualties, with a death toll of 711.

Insecurity continues to rise across Afghanistan, despite the presence of about 130,000 US-led forces in the country.

On Sunday, as many as 28 civilians and policemen were killed in southern Kandahar and Helmand provinces of the war-torn country.

The United Nations announced on February 4 that 2011 was the deadliest on record for Afghan civilians. The death toll rose eight percent compared to the year before and was roughly double the figure for 2007.

Overall, 3,021 civilians died in violence related to the war and 4,507 were wounded in 2011.

Now that Pakistan has received Hillary's apology for rubbing out 24 Pak army soldiers in a drone strike and offering100 billion to reopen the Paki supply lines, the US nominally has a way out, but the 4 billion a year for the next decade suggest otherwise.

Pakistan-US relations have invariably been on a rollercoaster but the current downward dip seems to be prolonging, defeating the calculations of strategists and policy-makers on both sides. “America’s animosity is dangerous but its friendship is equally fatal,” proclaimed Field Marshal Ayub Khan, who had his own share of honeymoon with the US in the halcyon days of his martial law regime, but later on felt betrayed. Other rulers of the country with careful words, esoteric scepticism and muted criticism expressed similar sentiments. The worldview in the US about Pakistan is also fine-tuned to the ever- fluctuating matrix of regional and global politics. ‘Most allied ally’ used to be the mantra in the 1950s to shower accolades on Pakistan but sporadic bouts of tension earned the distinction of ‘failed state’ or ‘pariah’ for the country, sending the bilateral ties into a tailspin. The stalemate testing the limits of both countries on Afghanistan is playing out in public media and backdoor negotiations. The future partnership hinges on the renewed terms of engagement from both sides. Afghanistan right now and after withdrawal is going to be the litmus test of bilateral relations even to pass muster, to say the least, if not generating a cordial environment.

With Pakistan’s reopening of the NATO supply lines in response to the apology by Ms Hillary Clinton, the temperature is sure to decrease. The US had earlier made it a point not to apologise at any cost, persuading Pakistan to be content with expressions of regret and condolences. In principle, Pakistan agreed to throw open the supply routes but placed a price tag far higher than the previous arrangement, which evinced a sharp rejoinder from the US that it would not allow itself to be price-gouged on the issue. There is a loud semantic debate about the manner of the apology, which will lose steam in the face of a welter of other issues. The transit fee has been slightly improved, as Pakistan no longer haggled on this. The stalemate on the NATO supply lines through Pakistan was costing the US an additional 100 million dollars a month — the cost incurred for using the northern route via Russia and Central Asia. Negotiations with the Taliban are going nowhere despite all efforts as they are quite mature and savvy enough to keep the Karzai government and the US bogged down to buy more time. The Taliban have been good at hit-and-run warfare, and proved their pluck and mettle, thus making life difficult for the allied forces in the inhospitable Afghan terrain. Sweating and bleeding in the battlefield apart, now they are good at using their wits and wisdom on the decorated upscale discussion rooms. Therefore, dealing with the ragtag, religiously- inspired militia is turning out to be an enterprise of the first magnitude. Pakistan matters even more in this fluid scenario but at the same time, there are diametrically contrasting conceptions of the US endgame in Afghanistan vis- à-vis the fast-paced evolving situation in the country.

Having concluded that the situation in Afghanistan is never going to be according to the original plan of action devised after 9/11, the US has now decided to engineer a way out. In doing so, however, it does not want to leave Afghanistan to vagaries and vicissitudes, although not for the sake of the Afghans, rather to cater to its own strategic designs. Pakistan is indispensable to the shaping of Afghanistan’s future and this is where it comes into collision with the US and possibly with other countries of the region. The international community (translated the US) wants to maintain a meaningful presence in Afghanistan after withdrawal in 2014 and in order for that to happen, Pakistan’s favourable role is more than required. The issue is not simply the choked NATO supply lines of transit, collusive linkage with the Taliban or fostering and housing of the Haqqani network; things go even beyond these overt differences and relatively easy equations.

There is an exhaustive plan of action to remain engaged with Afghanistan after 2014 to be underwritten by $ 41 billion spread over a decade. The US is persuading the allies to share this cost and expects the regional players to go along with this venture. Pakistan wants its stakes safeguarded in Afghanistan, as it is the most affected neighbour if things go wrong on the other side of the Durand Line. The US is bending over backwards to neutralise the Taliban or at the least lure them into the power corridors as to steal from them the appeal of resisting the foreign forces. Pakistan wants an Afghanistan that does not play second fiddle to India, hence a political dispensation dominated by Pashtuns who are counted to be more predisposed towards their ethnic fellows across the border. The Afghan National Security Forces (ANSF) are not only short of good training and equipment, they are also vulnerable to a relapse into feuding factions along ethnic denominations. Stability in Afghanistan from now onward is the highest priority of NATO and ISAF. With Pakistan and other key players in the loop, the task will be accomplished with ease and low financial and economic cost. History is haunting the US in its botched Vietnam and Iraq wars where after its withdrawal, actors and factors took control of matters not favoured by her. Iran’s higher echelons of government proclaimed victory after the US pullout from Iraq in December last year and the situation was not different in Vietnam back in the 1970s, when the whole of Indo-China went the communist way. Post-withdrawal Afghanistan will be in flux and may very likely descend into chaos, tearing apart the patchwork carefully crafted by the US and the allied forces. It is the call of the hour to summon all the energy and vigour to find a win-win solution to the Afghan tangle while bridging the gap between competing goals and contrasting perspectives between not only the US and Pakistan but also the whole array of players involved in shaping the permutations of the Afghan polity.
