You'll notice that the police didn't tell him to pull off to "secondary", they merely asked, which is a clue that compliance was voluntary. Had they ordered him to pull off and he refused, it might have ended differently. (Not that such an order would have been lawful).

I am aquainted with the man in the video. He is a Baptist preacher who had a run-in with the fascists at one of these checkpoints about four years ago. In that encounter he was dragged from his van, slammed to the ground, arrested (sll charges were dismissed) and taken into custody. He filed suit but I am unaware of the results.

Apparently, that event has not deterred him from his challenging of the police state in which we now live. His faith in Christ has given him a great deal of courage which more "Americans" need to develop!

Yes, I noticed how they phrased their demands. They requested it rather than ordered him to pull to the side. It's voluntary or mandatory but not both. Great point you addressed!

Luck had nothing to with it. The cops were attempting to violate their oath of office by trying to deprive him of his constitutional right to travel freely and also his liberty. He knew that the Cops have no lawful right to stop anyone on the highway unless they observe him commit a crime. They also need a warrant with an affidavit specifying the crime in order to arrest him. You have to have pity for the cops who have not the slightest idea what they are risking if someone goes after them. Violating someone's rights is a felony with possible huge fines, loss of job, and prison.
