If the CIA didn't create Al-Qaeda, it definitely encouraged its growth ... but this was back in the 1980s under Reagan, when the US was trying to secretly subsidize the Afghan resistance to the Soviets. Once the Soviets left Afghanistan, we forgot about Al-Qaeda ... but we had given life to this Frankenstein monster and it wasn't just going to lay down quietly and die simply because we no longer had a use for it. This adds to the very enormous list of things that "seemed like a good idea at the time".
