Orlando's city code says front lawns must have a clean appearance so that property values are maintained.

North side back yards don't get as much sun in the case of houses facing south but the key (con) here is keeping property values up so the city can collect more taxes.

There was a period, mostly before the 1920s, when it was Very common to have vegetable gardens in the front/back/side yards; every available inch, in fact, with as little plain grass as possible. All those veggies were grown and harvested for the family dinner table.

Grass lawns were originally described as "decorative lawns" and were the pride of wealthy families, who used the grass to demonstrate that they were so wealthy that they could afford not to grow their own veggies but that they could afford to buy their veggies at the market.

So Victory Gardens in the front (or back) yards is a sign of poverty and grass is a sign of prosperity. Evidently that explains the city's attitude.
