Let's see. Govt vs private employment effectively cancelled each other out, moving only a little in all that time. Medicaid inched upward, reflecting the aging of America and the effort of brutally high health costs. But food stamps went way up. Food stamps do not require that someone be sick or unemployable or on welfare. A very considerable number of food stamps are also the result of the aging of America, as the Baby Boom generation retires and has trouble living on a pension that was invested in Enron stock. But, since food stamps can go to people who are employed and not on welfare, a significant chunk goes to military families whose breadwinner has been stoplossed and is now on his fourth or fifth round in Aghanistan, Pakistan or some other pest hole. It can also be going to the very considerable number of workers who have been downgraded to part time or who have had their pay cut severely.
