There is a Federal Law that mandates a 'provider' allow private citizens to submit videos to play on your local access TV. Is anyone taking advantage of this?

TWCable here in Austin where AJ first began his local access programming over 15 years ago. Austin was the first city to have local access channels. No, I don't broadcast. I have neither. I use broadcast for tv and this is was a DSL connection... I was forced to upgrade by att but no new lines where laid... I aint got no fiber optics in my house I am aware of.
