I think it is significant that the guard who did this is (also) black. I suspect that a white guard would have reacted very differently.

Imo, a white guard would have called 911, because he'd know he would be attacked in the press, in a civil lawsuit, and by the immediate congregating crowd if he were to use a taser on the belligerent woman. A white guard would have only the 911 option in this situation.

Damn, it sounded lie fun. Not so much nonsense, as enjoyed by so many, but rigid indoctrination of a captive population for the shear thrill of power over them. Force them into line, or lines, make them dance, make them obey, or understand they aren't welcome.
