Two women delivering newspapers in a blue Toyota Tacoma truck in Torrance, California were shot in manhunt for ex-cop. They probably fired until they ran out of ammo. And I don't know why anyone would think that they should depend on cops for their protection. Even if we could assume that all cops are well meaning and wouldn't shoot us for not obeying him quickly enough, which we can't, they still couldn't be right there with you when the need for one might arise. When seconds count they are almost always minutes away.
