Petroleum and coal are referred to as fossil fuels, which supposedly means they started out as biological materials. They didn't. Oil and coal are in a higher state of chemical energy than biological materials. They are often called hydrocarbons, because they have hydrogen attached to carbon, which is a high energy state. Biological materials have a lot of oxygen added, which is a lower energy state. There is no method of increasing chemical energy other than through radiation. Commentators blissfully mention heat and pressure. Those forces cannot increase chemical energy, because they act upon nuclei, while chemical energy is in electrons which spin around nuclei. No force acting upon nuclei can increase the motion of electrons which orbit them short of a nuclear reaction. It means physicists don't know what chemical energy is

So much "semantics."

Any atom's basic "energy" is most commonly a function of its ambient temperature. some compounds are characterized by the descriptor "potential energy."

At minus 40 degrees, putting your bare hand in a pool of gasoline is going to effect freezing. The "energy" focus with hydrocarbons is a function of chemical interaction; most typically with oxygen.

Effect the necessary ratio of air and gasoline; you have a potential fire; possibly an explosion.

In Arctic winter conditions, for example, filling a gasoline storage tank from the top invites a static discharge, capable of causing the air-fuel vapor at the top of the tank to explode.

However, if you want to seriously observe insanity in "science," check out "Quantum Physics" theory. Soon after "Classic Physics," it hits the realm of "scientific cult-think." As a pertinent reference, "You Tube" is a great source for "learning." (OMG!)
