The Cook County Board has added Section 8, or Housing Choice Vouchers, to the list of reasons landlords cannot bar tenants under the Illinois Fair Housing Law.

Up until recently, landlords had discretion on whether they would allow Section 8 tenants to rent in their properties. That all changed on May 8 as the Cook County Board approved a measure that would penalize landlords for discriminating against Section 8 voucher holders.

The Illinois Fair Housing Law states that one cannot deny an applicant based on race, ethnicity, religion, age, sex, disability, presence of children or sexual orientation. Now, Section 8 voucher holders have been added to that list.

The measure passed 9-6, the Sun-Times reported. If prospective Section 8 holders believe they were denied a unit because of their voucher status, they now have the right to file a complaint with the Cook County Commission on Human Rights.

According to Open Communities, a nonprofit organization that pushes for equal housing rights, there are approximately 15,000 voucher holders in Cook County.

There doesn't appear to be any reason you can't use credit reports to screen prospective tenants. I've been renting out rooms, condo, and houses for forty years and wouldn't consider anyone with a poor credit score. It's not an ability to pay issue, it's about finding someone that's responsible. Not paying the rent isn't the worst thing they do.

- Forget about how they look, how good a job they have, the car they drive, etc., and just go mostly by credit score. I'm sure there are bad tenants with good credit reports; I've just never had one.

- You can't just put an ad in Craigslist and say "Responsible person wanted, etc." Every dirtball in the world will show up. Most of them have no clue that they're irresponsible.

- People with bad credit use the same excuse almost every time: If it's a man, he'll say that his ex-wife wrecked his credit. If it's a woman, her ex-husband wrecked her credit. Sometimes they bring a copy of a good credit report that they photoshopped and ask you not to run a credit check because "too many inquiries will lower their credit score," etc., etc.

- If you're renting out rooms, it's especially tricky. Not everyone can get it together to walk up to a stranger's house to look at a room for rent. The ones that can do that tend to present themselves better than most, tend to be smarter than most, and you have to watch out for them because most of them are dirtballs. Everyone wants their own space, preferable a guest house, which is almost impossible to find. If they're trying to rent a room at your house, it's usually because they couldn't find a guest house and they know that the apts will do a credit check and turn them down. I once turned down twenty-one people in a row that wanted a room before I found someone with good credit. Most people that rent out a room make the mistake of looking for someone that they think will be fun to have around, when what they really need is someone responsible.

- Never take someone with a dog. I've already tried 7 or 8 people that had "the world's best dog." Your life will be all about dog poop, dog pee, laying new carpet, floors and subfloors, and neighbors complaining about barking.
