I assume this is not a "firearm" and would, at present, not be subject to fed firearm laws.

PRESS RELEASE - Chuck Schumer, Diane Feinstein, and other proponents of common- sense gun safety legislation announced their alarm over new developments in non- traditional gun technology. Diane Feinstein was quoted as saying "These electric machine-guns are rapidly becoming the weapon of choice for gangs all over America and we'll be working with the BATFE to swiftly outlaw the manufacture and possession of these new weapons of destruction". BATFE officials would not comment except to say that "We're working to close the loophole in regulations that doesn't address new technology in firearm developments".
