Those that have power thrust upon them, are more apt to handle it with care and prudence.

Actually, HST didn't "disapprove" of the targets selected, he stayed out of the way for the most part. The Army had the ball rolling by the time FDR died and HST just let the momentum roll right along to it's conclusion.

He knew, and approved. Knowing, he could have said "not that, not now." Also, there was talk of surrender before its use. All in all, just more humanist viciousness.
