Dole was a good man until..he got to Washington. Power corrupts all.
It's ideal to end the journey wiser and nicer than when one began. DeeCee reverses that equation, as you noted with ED..er..BD.
Those that seek power, are seeking the elixir of life and always abuse it. Those that have power thrust upon them, are more apt to handle it with care and prudence. In my time, Harry Truman was the epitome of the latter.
Approving the use of nuclear weapons against civilian targets I would not call "prudent."
Actually, HST didn't "disapprove" of the targets selected, he stayed out of the way for the most part. The Army had the ball rolling by the time FDR died and HST just let the momentum roll right along to it's conclusion.

He knew, and approved. Knowing, he could have said "not that, not now." Also, there was talk of surrender before its use. All in all, just more humanist viciousness.
MIC would not let Japan 'surrender.' They wanted to bomb, and they did.
