Worldnetdaily Internet activists last week tried to overwhelm National Security Agency eavesdroppers by flooding the Echelon spy system with fabricated messages about terrorist plots and bombs. The idea never posed a real threat to the NSA, but the electronic protest helped raise awareness of the fact that the government is snooping on every man, woman and child in the country through this system. Organizers urged Internet users to send millions of e-mails with NSA "keywords" designed to trigger eavesdropping programs and analysis. The idea was to flood the powerful NSA computers with enough suspicious traffic to crash them and disrupt the mysterious high-tech listening system. How serious is the threat to civil liberties posed by Echelon? A 1997 report commissioned by the European Parliament described "routine and indiscriminate" monitoring of faxes, e-mails and telephone messages in Europe by the global spy network, which it said was coordinated by the NSA with the help of other nations' security organizations. Rep. Bob Barr, R-Ga., has said he supports congressional hearings to determine the scope of the spy network's capabilities and to prevent abuses. Dozens of websites promoted the protest by listing some of the keywords believed to set off the Echelon trackers. But my sources tell me the spy network is far more sophisticated than the web protesters anticipated. It can easily filter out communications specifically designed to set it off with random keywords. I know, I know. Hard to believe that such a list could be real? I mean, if words like "Rivera" are included, every Yankee box score would trigger an NSA alert. But, nevertheless, this is much closer to the keyword list actually used by NSA. So, don't ask your wife to take out the "garbage" over the phone. Don't discuss "Whitewater" with your e-mail buddies -- unless you don't mind Big Brother listening in. And, please, don't ask me what half this stuff means. All I know is that it irritates the gods of government. So be careful out there.

Echelon is a subterfuge for getting around the laws of the participating countries. Here's how it works. NSA is not supposed to eavesdrop on U.S. citizens. So what they do is have one of the allied SIGINT agencies, like GCHQ, eavesdrop on the desired U.S. citizens, and that allied agency then provides the intercepts to the U.S. government. Presto, changeo, the law against the NSA eavesdropping on U.S. citizens has not been violated. (In return, NSA performs the same favor for the foreign governments by eavesdropping on their citizens.) Only, if the reports are correct, that is not what was done here. Foreign agencies were not involved. It was the NSA that did the eavesdropping, in violation of the law. The existence of Echelon makes this matter worse, not better. Not only was the FISA court not involved, which would have made the eavesdropping legal, but they didn't involve foreign agencies and Echelon either, which would have been another way to make it legal. Whatever they were doing, they either feared the courts would not approve, or feared the courts becoming aware of what they were doing, and they had the same fear of allied foreign governments. Just what can they have been up to? The refusal to provide the Senate the info on the NSA intercepts that Bolton had been given access to strongly suggests to me that the intercepts were political, and that that is the reason for the fear of involving courts and foreign governments. aristeides posted on 2005-12-18 10:40:21 ET
