The 20-page response came from John C. Yoo, a 34-year-old Bush appointee with a glittering résumé and a reputation as perhaps the most intellectually aggressive among a small group of legal scholars who had challenged what they saw as the United States' excessive deference to international law.

On Sept. 21, 2001, Mr. Yoo wrote that the question was how the Constitution's Fourth Amendment rights against unreasonable search and seizure might apply if the military used "deadly force in a manner that endangered the lives of United States citizens."

Mr. Yoo listed an inventory of possible operations: shooting down a civilian airliner hijacked by terrorists; setting up military checkpoints inside an American city; employing surveillance methods more sophisticated than those available to law enforcement; or using military forces "to raid or attack dwellings where terrorists were thought to be, despite risks that third parties could be killed or injured by exchanges of fire."

Mr. Yoo noted that those actions could raise constitutional issues, but said that in the face of devastating terrorist attacks, "the government may be justified in taking measures which in less troubled conditions could be seen as infringements of individual liberties."

If the president decided the threat justified deploying the military inside the country, he wrote, then "we think that the Fourth Amendment should be no more relevant than it would be in cases of invasion or insurrection."

PNAC/AIPAC had to be instrumental.

The more I read about the measures the government is taking to combat terrorism, the more it becomes apparent that the true purpose is to protect the elites from the public once the public realizes how screwed the economy is. We have 40-50k auto fatalities every year. Where is the Department of Auto Security? Where are the billions of dollars to keep us safe? We would need 15 911's every year to match that number of fatalities.

Good one. Those stats were mentioned during the Vietnam War too. Also the costs of that war. I recall that someone calculated we could have given every Viet Cong $X dollars and they prolly would have stopped fighting and gone home happy. I forget how much $$ it was, but it was like 10 times what they made in a year.

It's really enlightening that the primary focus of their "terror" prevention program entails spying on, restricting and possibly killing AMERICAN CITIZENS. They view us as the ENEMY. Of course, the logical way of preventing terror is to get of these foreign countries' business, seal up the border, tighten up our immigration policies and send these people home, not allow people from "terrorist" sponsoring countries (like Saudi Arabia, Pakistan, etc) from entering here, and STOP supporting countries like SAUDI ARABIA until they stop the terrorist activities in their own countries. But we see that none of those things have happened because the real intent is not to stop terrorism - the real intent is to control American citizens. How can anyone even argue with this, it's so obvious?
