Republicans contend this piece of legislation will give them legal standing in order for courts to hear their cases. [...] When laws are passed, those laws are to be implemented and enforced in their entirety, as long as those laws are within the scope of power delegated to Congress by the Constitution. The best example are the immigration laws.

EPIC - Trey Gowdy gets a standing ovation on House Floor - 'We Make Law!'

On Wednesday Rep. Trey Gowdy (R-SC), sponsor of the "Enforce the Law Act," gave an very passionate speech defending the need for legislation to stop Obama's power grab. Five Democrats joined the Republican majority to advance a bill that would authorize the House or Senate to sue the executive branch for not enforcing laws. Gowdy received a standing O on the House floor.
