by Sputnik company, established by two psychologists with no background on interrogation, was awarded millions of dollars by US Central Intelligence Agency (CIA) for developing and implementing the agency’s enhanced interrogation techniques against the detainees, suspected in terrorism, a report released on Tuesday by the US Senate said.

“In 2006, the value of the CIA’s base contract with the company, formed by the psychologists with all options exercised was in excess of $180 million; the contractors received $81 million prior to the contract’s termination in 2009,” the report read.

According to the report, in 2005, the psychologists formed a company for the purpose of working with the CIA, and later the agency began outsourcing all aspects of the interrogation program to them, paying them millions for their services.

“The CIA contracted with two psychologists to develop, operate, and assess its interrogation operations…” the report said.

“Neither psychologist had any experience as an interrogator, nor did either have specialized knowledge of al-Qa’ida [al-Qaeda], a background in counterterrorism, or any relevant cultural or linguistic expertise,” it continued.

The psychologists were responsible for carrying out a lot of functions, including acting as a liaison between the CIA and foreign intelligence, assessing the effectiveness of the interrogation program and interrogating the detainees, who were held in foreign government custody.

The Senate Intelligence Committee said that the enhanced interrogation techniques that were used by the CIA were ineffective in obtaining information from the detainees.

On Tuesday, the Senate Intelligence Committee released the summary that included over 500 pages of the detailed investigation into the CIA interrogation techniques that were used on alleged al-Qaeda agents, following the 9/11 attacks on Washington and New York.

Following the release of the report on Tuesday, US President Barack Obama vowed not to use the methods of torture outlined in the report during the time of his presidency.

There's a reasonable expectation that if you hire someone for a job, they have the knowledge and skills to carry out that job.

The CIA hired two psychologists, James Mitchell and Bruce Jessen, to develop enhanced interrogation techniques to be used on terror suspects and other detainees. The pair did not have any experience as interrogators, specialized knowledge of al-Qaeda, backgrounds in counterterrorism, or any relevant cultural or linguistic expertise. Their prior experience was at the U.S. Air Force survival, evasion, resistance and escape school, according to the report.

Despite that, the psychologists "carried out inherently governmental functions," including personally using techniques they designed on "some of the CIA's most significant detainees." The psychologists then formed a company specifically to work with the CIA.

By 2008, the CIA's Rendition, Detention, and Interrogation Group (the lead unit for detention and interrogation operations) outsourced 85 per cent of its workforce to that company. The contractors were paid more than $80 million, along with an extra $1 million to protect the contractors from "legal liability arising out of the program."

NBC News identified the contractors, who were referred to in the report via pseudonyms, as Mitchell, Jessen & Associates from Spokane, Washington, which was run by by two psychologists, John "Bruce" Jessen and James Mitchell. The report states that the contractor "developed the list of enhanced interrogation techniques and personally conducted interrogations of some of the CIA's most significant detainees using those techniques. The contractors also evaluated whether the detainees' psychological state allowed for continued use of the techniques, even for some detainees they themselves were interrogating or had interrogated." Mitchell, Jessen & Associates developed a "menu" of 20 enhanced techniques including waterboarding, sleep deprivation and stress positions. The CIA acting general counsel, described in his book Company Man, that the enhanced techniques were "sadistic and terrifying."[10]

Although the committee identified the contractors via pseudonyms, NBC News has previously identified them as Mitchell, Jessen & Associates, a Spokane, Washington, company run by two psychologists, Dr. John "Bruce" Jessen and Dr. James Mitchell, who had both previously worked with the U.S. Air Force.

The report states that when they were hired the two did not have "specialized knowledge of al Qaeda, a background in counterterrorism or any relevant cultural or linguistic experience."
