Under the Constitution, the Speaker of the House does not have to be a member of Congress.

During Tuesday’s vote for Speaker of the House, three Representatives voiced their support for individuals who have never served in the lower chamber: former Secretary of State Colin Powell and Senators Rand Paul (R-Ky.), Jeff Sessions (R-Ala.).

Rep. Curt Clawson (R-Fla.) cast his vote for Paul and freshman Rep. Gary Palmer (R-Ala.) voted for Sessions.

Sessions endorsed Palmer during the latter’s House run.

Most protest votes in the GOP went for Florida Representative Daniel Webster, who ultimately received 12.

Rep. Jim Cooper (D-Tenn.), a Blue Dog Democrat, supported Powell instead of House Minority Leader Nancy Pelosi (D-Calif.). He had previously done so following the 2010 midterm elections.

Webster, who was nominated by Rep. Steve King of Iowa, is a deep conservative but is viewed as more of an establishment figure and has kept a low profile in Washington since he was first elected in 2010.

In Florida, Webster is a revered figure, serving as speaker of the Florida House from 1996-98, the first Republican since Reconstruction.

He paid a price on Tuesday, however. Webster was removed from the Rules Committee, as was Rep. Rich Nugent, R-Spring Hill, who voted for Webster.

(Technically, anyone can be speaker. Colin Powell drew a vote.)

Rep. Gwen Graham, D-Tallahassee, kept a campaign promise and voted against fellow Democrat Nancy Pelosi. Instead she cast a vote for Rep. Jim Cooper of Tennessee.
