HORRIFYING Law Passes SECRETLY in Congress By Only Four People After All Others Had Left

These four stayed behind at the end of the day and though there are about 460 people in the House of Representatives, with only four present they called it a unanimous decision. I call BS on this. There was not a quorum present, which is necessary to pass any bill. Furthermore, it would also have to go through the Senate aand the POTUS to become law.
For the record, there are 435 voting members of the House.
