I'm guessing that nobody payed attention to it and left "things" out in the open when it passed overhead. Usually people will hide "things" at certain times of day/night when they know that our satellites are overhead.

I'm sure people observed it, but by then it's too late if it's in spy-mode. It probably does what the SR-71 did, only from low orbit.
