I'm guessing that nobody payed attention to it and left "things" out in the open when it passed overhead. Usually people will hide "things" at certain times of day/night when they know that our satellites are overhead. "It was probably serving some sort of intelligence/surveillance/reconnaissance (ISR) function,"
