Looks like some kind of false flag psy-op to me. The shark appears disoriented and completely out of his element (medicated, or an actor?). The turtle, knowing the whole op is staged, feigns self defense with a belligerent attack against this poor bewildered fish. Then the turtle propagandists spin this event in favor of the turtle ! The only good Turtle is in turtle soup.
