The International Business Machines Corporation (IBM) and China's Beijing Teamsun Technology recently announced their cooperation, allowing the latter based on IBM's technologies to develop and sell domestic innovation productsa move seen provoking the Obama administration, ThePaper.cn reports. Previously, the Obama administration had been weary of the information security contents in the draft of China's anti-terrorism law, and now IBM's cooperating with a Chinese enterprise in handing over the source codes to the latter will make the US government even more unhappy. IBM will be open to Chinese enterprises, not only to share its designs with them, but also to help them conduct the designs of the next-generation microchips, said Wang Yang, IBM senior vice president and general manager of its China Development Center, on March 21. A day earlier, IBM and Teamsun jointly announced that they will conduct technological cooperation, with Teamsun agreeing, based on IBM's technologies, to develop domestic innovation products. Last November, the two sides already reached a cooperation agreement in the data bank field, with IBM authorizing Teamsun to use Informix software source codes. According to foreign media reports, US trade bodies, led by the American Chamber of Commerce, in the past had filed letters to the Chinese and the US governments respectively, calling for China to postpone implementation of network supervisory rules and requesting the US government to respond to the Chinese government on related rules. On March 2, US president Barack Obama in an interview with Reuters said the new rules crafted by Beijing would be unfavorable to US high-tech companies, and called for China to change its policy. Regarding this, IBM said its move is not to cope with the new policy of the Chinese government. IBM believes via such an opening, it can create a win-win situation with Chinathat by allowing more people to understand and apply IBM's technologies, IBM can create an even bigger pie and take a bigger market share, Wang said. Wang said IBM's opening is fully market-oriented, focusing on Chinese enterprises as China has the demand of self controls and it has a big market. IBM also wishes to build an ecosystem there, so that the cooperation will accelerate related development. After Edward Snowden leaked confidential documents about the US government to the world, the Chinese government has attempted to enhance its information security, and emphasize the domestic production of IT equipment. However, China has faced a hard time in developing domestic production in operating systems, middleware, and high-end servers as it has lagged behind in development.
